M&E Manager – Child Protection Project

JSI/World Education seeks candidates for multiple positions for a potential 5-year project funded by the U.S. Department of State and focused on combatting child labor and child trafficking in Nepal. The purpose of the 5 year project is to support the Government of Nepal and Nepali civil society to combat child trafficking in a victim-centered, coordinated, sustainable, and multi-sectoral approach to support an effective system of prevention, protection, prosecution, and partnership. Positions will be based in Kathmandu. All positions are subject to project award, funding, and donor approval.

Summary:
The Monitoring, Evaluation, Research & Learning (MERL) Manager will provide overall leadership on monitoring, evaluation, research, and learning. The MERL Manager will be responsible for designing, updating, implementing and reporting against MERL plans and frameworks. MERL Manager will coordinate with other team members and partners to ensure quality implementation of MERL plans, data collection, and reporting.

Responsibilities

  • Design and implement an advanced data management system, performance monitoring and management plans, and data collection tools and protocols in collaboration with technical teams;
  • Lead the development of MERL components of annual plans and budgets for relevant activities, and monitor work plans to ensure timely delivery of donor reporting and M&E-related deliverables;
  • Ensure regular reporting of M&E activities to all relevant stakeholders (including the GoN stakeholders)
  • Work closely with technical staff and with institutional partners to explain M&E processes and to understand how those processes relate to the technical work of the project, and provide M&E related training as needed;
  • Supervise and build capacity of regional-level M&E project staff to carry out activities;
  • Oversee ongoing quantitative/qualitative data analysis at different points in the program leading to specific program/contract deliverables;
  • Oversee technical assistance and training to GoN stakeholders (federal, provincial, local levels) to support increased use of data for decision-making;
  • Coordinate on research studies and evaluation

Qualifications

  • Master’s Degree in social work, community development, statistics, information systems, or related field.
  • Minimum 7 years of experience in MERL in international programs that work specifically on child protection, child labor, or human trafficking. Prior experience with similar programs highly preferred.
  • Ability to design and manage MERL plans and frameworks; ability to design, plan and carry out baseline, midline, and endline evaluations; ability to plan and carry out research; ability to develop learning agendas and document lessons learned.
  • Ability to build capacity of MERL team members and partners to monitor programs, manage data, and support MERL efforts.
  • Demonstrated experience with US Government programming, especially working with the CLA framework highly preferred.
  • Experience in data analysis and statistics.Excellence in report writing, documentation, and presentation of results (visual and written) to key stakeholder audiences (e.g. donor, Government, partners)Fluent Nepali. Excellent written and spoken English required.

Salary commensurate with experience.
