Introduction
People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015, earthquake. Since its inception in Nepal, PIN has had a strong role in designing and facilitating systemic solutions advocating for and addressing the needs of vulnerable populations affected by disasters including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. Currently, PIN Nepal is implementing programmes under three strategic pillars 1) Emergency response and recovery, 2) Climate resilience, and 3) Civil society and inclusive governance. PIN Nepal team works in and promotes strong partnerships with civil society, the Government of Nepal, academia, the private sector, and other key stakeholders in Nepal. Together with them, PIN Nepal has been for example one of the pioneer organizations advancing programs such as landslide disaster preparedness and anticipatory action, climate and flood resilient housing, durable local solutions, climate change modeling for more inclusive and efficient local decision-making, girls and inclusive education, waste management and circular economy approach. PIN is strongly committed to safeguarding children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy.
Security and Justice program is an upcoming multi-year program to increase public safety and trust in the state of Nepal via increased GBV prevention and wider reduction in security challenges. People in Need (PIN) seeks to recruit MEAL Coordinator based in Lumbini province, who can coordinate all the field-level MEAL requirements of the program such as design, planning and coordination, capacity building of field team members and local partners, field data collection, data cleaning, and analysis. SJP is expected to start its multi-year activities from 1st of May 2024, which aims to empower target communities with the knowledge, skills, attitudes, and effective collaboration mechanisms to tackle the perpetuation and acceptance of GBV in Nepal. In close cooperation with local NGOs in the target provinces, it is expected that the programme will directly benefit community members, Community Based Organisations (CBOs) and Civil Society Organisations (CSOs) across 3 provinces, including community schools. The priority provinces are: Madhesh, Lumbini, and Karnali.
Scope of work
Under the supervision and guidance of the MEAL Lead and MEAL Manager, and in close coordination with the Program Manager GBV prevention and social norm program lead of PIN Nepal Country Office, the provincial MEAL Coordinator will perform to achieve the following key objectives;
- The MEAL Coordinator will be responsible for all the MEAL activities in the field, such as design, planning and coordination, capacity building of field team members and local partners, field data collection, data cleaning, and analysis in coordination with the MEAL Lead, Programme managers, and local partners.
- To streamline and effectively initiate and implement MEAL activities of GBV prevention and social norm programming.
- Monitor and evaluate the project progress based on the quarterly and annual work plan and M&E framework to ensure the quality of the project implementation.
- Lead and ensure clear and smooth communication between the stakeholders, partners, and the project in Lumbini through verbal and written reporting and documentation of activities
- Support the MEAL Lead in building the capacity of the provincial partners on planning, monitoring, evaluation, and reporting.
- Lead in preparing the provincial quarterly and annual reports of the project, ensuring the necessary level of quality.
- Mainstream gender equality and social inclusion into planning, monitoring, evaluation and reporting by devising necessary forms and formats.
- Adhere to PIN-Nepal’s policies, guidance, and procedures; with special attention to Safeguarding Standards and Procedures, Case Handling Framework, Child Protection and Do No Harm policies; and immediate reporting and redress of any complaints and issues based on its severity.
- Support the MEAL Manager, MEAL Lead, and the team in strengthening PIN Nepal’s Complaint and Feedback and Response Mechanism (CFRM) system, and building the capacity of the team and partners.
- S/he will be responsible for ensuring efficient information management, improving data quality, and strengthening the knowledge-sharing and learning process across the organization, with partners and other stakeholders.
Monitoring and evaluation of the project activities and outputs
- Engage at the field level to initiate the implementation of the project through meetings with the government counterparts, CSOs, justice actors, and other relevant stakeholders.
- Update as necessary Monitoring and Evaluation plans, consistent with the annual MEAL framework, in consultation with all the Leads.
- Support in updating the progress and provide timely analysis to develop and update the Project’s overall strategic framework, impact chains, and intervention logic.
- Facilitate field monitoring visits to the Project locations areas by closely working with implementing partners for community mobilization activities and conducting qualitative and quantitative assessments of the implementation status.
- Collect periodic data and information against the baseline, midline, and endline to assess and report on the overall progress.
- Keep track and coordinate the collection of stories of change for the project underpinned by the Most Significant Change (MSC) technique.
- Prepare issue log and risk log for the project.
- Assist the MEAL Lead in preparing the Annual Progress Report and other knowledge products that include results of monitoring and evaluation.
- Monitor all project activities, expenditures, and progress according to the annual work plan and project document.
- Monitor and evaluate overall progress and assess risks and challenges in on achievement of results, and project goals/outputs and recommend necessary actions.
- Organize and conduct training on MEAL/ MIS for project and government staff.
- Develop appropriate formats and monitoring toolkits for collecting data from different sources.
- Support the MEAL Lead in conducting baseline, midline, and endline assessments at different evaluation points, and organize MEAL sharing meetings with the relevant stakeholders/program team.
- Conducting value for money (VfM), impact assessment, and cost-benefit and cost-effective analysis of project interventions, including activities, outputs, and outcomes.
Programmatic support
- Support the MEAL Lead and project lead in the overall management, implementation, and coordination of the overall project.
- Support the project in preparing and updating project annual/quarterly work plans in consultation with implementing partners.
- Ensure the timely and efficient delivery of the project’s expected results under the principles of Results Based Management (RBM) and Human Rights Based Approach (HRBA) and in compliance with prevailing rules, regulations, and procedures.
- Provide ongoing analysis and concrete recommendations to improve the quality and efficacy of projects in terms of procedures, advocacy, and accountability to beneficiaries.
- Coordinate and liaise with PIN and relevant stakeholders for the implementation of the project activities.
- Represent the project in meetings, workshops, and other discussions with the partners and stakeholders.
- Coordinate and support the communication department in preparing learning briefs, documentation of project learning, and designing visibility materials for the project.
- Strengthen knowledge sharing and learning process by ensuring regular dissemination of program and project results, lessons learned, and good practices to partners, development partners, beneficiaries, and other wide range of stakeholders.
Data Collection and Information Management/Dissemination
- Take the lead in collecting required data from the field, in coordination with the program team.
- Maintain data and information confidentiality as set out in the Data Protection Policy.
- Implement a system for data verification to ensure that the quality of information that partners are reporting is accurate, timely, and relevant,
- Regularly update the Country Office on the achievements and progress of the project implementing partners.
Gender Equality, Disability and Social Inclusion Mainstreaming
- Highlight GEDSI-related results in the monitoring and evaluation plan and reflect them in the reporting,
- Ensure GEDSI consideration in workstation, communication, and personal behavior,
- Ensure the Project activities are planned and implemented in a gender-responsive and inclusive manner and that all implementing partners are sensitized and trained in monitoring and reporting gender and social inclusion-responsive results.
- Fulfil other relevant responsibilities as assigned.
Required Qualifications
Education and Training
- Bachelor’s degree (Master’s degree preferred) in social science or development-related fields, with a good understanding of MEAL systems.
Relevant Experience
- Minimum of three years of experience working in developing and supporting monitoring and evaluation, research, and complaint response mechanisms, preferably with large development projects in I/NGO settings and/or Government. Previous working experience with disadvantaged and vulnerable groups in GBV prevention, gender programming, and inclusive education is a plus.
- Experience in the usage of computers and office software packages (MS Word, Excel, KOBO, SPSS, etc.) and advanced knowledge of spreadsheet and database packages, experience in handling web-based management systems.
- Proven ability to produce analytical reports with quantitative data analysis.
Desired Knowledge, Skills, and Competencies

- Good understanding of gender issues and rights-based approach
- Willingness to undertake extensive fieldwork in remote and rural/urban communities

- Strong critical thinking and ability to self-initiate
- Considerable field experience and knowledge of the local language to be considered an advantage
- Nepali typing skills and translation of reports, and knowledge documents from English to Nepali and vice versa is a plus
