Organizational Context and Scope
IOM Nepal Migration and Development Department works closely with the Government of the Nepal and implements different projects to support strengthening capacities in migration governance, evidence-based policy and program planning on migration, guided by the country’s National Plan, yearly plans of the respective Ministry, United Nations Sustainable Development Cooperation Framework and Global Compact for Safe, Orderly and Regular Migration.
Under the overall supervision of the Chief of Mission and direct supervision of the National Migration and Development Officer/ Head LM and HD, the incumbent will be responsible for assisting in implementation of activities of Migration and Development team. This will include supporting the capacity building initiatives of various projects, protection of Nepali migrant workers in vulnerable situation, counter human trafficking, strengthening migration governance through roll out of Global Compact on Migration and maintain effective coordination and liaison with range of stakeholders including Ministries, CSOs, private sector and academia.
Core Functions / Responsibilities
- Support in the implementation of project activities, in line with the project objectives/work plan and with guidance from the National Migration and Development Officer; monitor implementation of the activities to verify work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environments on the field, in close coordination with other project staff and relevant authorities.
- Coordinate IOM Nepal’s Reintegration, Entrepreneurships promotion, Assisted Voluntary Return and Reintegration programmes to support migrants in vulnerable situation with the guidance from the supervisor.
- Support the preparation and delivery of capacity-building, consultation, and/or stakeholder coordination activities, including planning and carrying out field visits, conducting training workshops or consultation meetings including Migration School for the range of stakeholders including government, civil society organizations, private sector, and other similar activities.
- Assist the National Migration and Development Officer on providing general assistance to government in planning for the implementation of the actionable commitments made under Global Compact for Migration, through organizing technical committee meetings, drafting agendas, workplan and hiring consultants.
- Prepare reports on the progress of the project’s implementation which shall include reporting on the budget flow and narrative; draft status reports and submitted them in a timely manner. Identify issues and deviations and propose and initiate remedial actions.
- Draft minutes, prepare and finalize administrative/financial documents according to IOM’s processes, and assist in the drafting of programmatic initiatives and project proposals in the field of migration management with a particular focus on labour migration. This includes the management of grants and implementing partners.
- Prepare correspondence, conduct research, analyse and summarize information, draft reports, prepare briefings and presentations on migration and development related issues.
- Track, compile, and present information on new developments and relevant trends and policies in the field of migration: climate change, private sector partnerships, human rights and development.
- Undertake duty travel for project events as required; maintain effective liaison and coordination with local authorities, partners, United Nations agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to IOM projects.

Required Qualifications and Experience
Education
- Bachelor’s degree, preferably in Enterprise Creation, Research and Statistics, Social Science or a related discipline from an accredited academic institution with minimum three years of relevant professional experience. Or,
- High school degree with five years of relevant work experience.
Experience
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
- Prior work experience with international humanitarian/development organizations, non-government, or government institutions/organizations, particularly in a multi-cultural setting, is an advantage.
- Previous experience working on issues related to migration, climate change, labour issues including labour migration, international labour recruitment, corporate social sustainability, social compliance programs, human rights, socio-economic development, and/or migrants’ rights is desirable.
- Excellent computer skills – Data analysis and design software
- Ability to work under pressure with minimum supervision.
Skills
- In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization particularly on GCM, UNSDCF, migrants’ rights/ migrant protection and empowerment, human rights.
- Knowledge of UN and bilateral donor programming.
- Knowledge of financial rules and regulations.
- Knowledge of MS Office applications
- Proven ability to conduct research and able to work harmoniously in a multicultural setting.
- Pro‐active, result-oriented, organized, and possess good communication skills.
Languages
For this position, fluency in English and Nepali languages is required (oral and written).
