How can you make a difference?

Under the supervision of the Regional Chief of Supply, you will provide advice, analytics, and strategic support to country offices within SAR related to UNICEF engagement in key markets, where the aim is to leverage suppliers’ core assets to achieve results for children. Key strategic areas of intervention are localization, market shaping, sustainable procurement, and emergency preparedness, with the objective of building resilient supply chains across the region and identifying opportunities for increasing market access to key commodities for children.

To achieve this, your key functions/accountabilities will be:

1. Develop regional overarching longer-term market roadmaps and engagement plans related to key commodity areas across the region, and support countries in their implementation

  • Undertake regional and support country specific analysis to identify opportunities for localisation and market shaping
  • For each identified market or commodity area develop engagement strategies, in consultation with CO’s, RO’s and SD
  • Strategic industry engagement, with suppliers and manufacturers to develop production of key essential for children in the region closer to the beneficiary’s location.
  • Develop market surveys strategy, including sustainability criteria to ensure regular and adequate market surveys to better inform CO of local and regional procurement opportunities

Work with UNICEF Private Sector Engagement to identify areas of synergy for collaboration

1. Lead in development and implementation of sustainable procurement strategy, to enhance the credibility and accountability of UNICEF within SAR
2.Improve emergency preparedness and response (EPR) related to supply by supporting countries to build resilience into their supply chains
3. Development of partnerships and knowledge sharing, related to localisation, market shaping, sustainable procurement, and emergency preparedness

  • Develop and maintain partnerships, at the RO level, and support CO’s in identification and development of partnerships to support and enhance the identified strategies
  • Provide a knowledge base of good practices, for dissemination regionally and contribute to the global good practices in consultation with SD, to support practical implementation of identified strategies
  • Lead in the documentation or publication of empirical case studies, best practices and lessons learned.
  • Network with relevant industry groups, businesses and key partners and organizations for exploratory purposes or for analysis
  • Lead in the designing, planning, and organizing of related training programmes and knowledge sharing events with UNICEF staff, and external partners including governments, UN agencies and other partners

5. Participate in field missions for specific technical assistance when required.
6. Any other duties or assignment as requested by the supervisor

Impact of results

The Supply Manager will support in the building of resilience into regional and country supply chains by development of strategic, but practical approaches to localisation, market shaping, sustainable procurement, and emergency preparedness. By having this capacity based in the region, the incumbent will be able to develop approaches that are adapted to the programmatic and socio-economic context, therefore enhancing the relevance of UNICEF support to CO and Governments. This will also expand opportunities for cross-country experience and lesson sharing. Furthermore, this position will be able to catalyze new areas of work for Country Offices and institute a more proactive approach to the programmatic aspects of supply.

To qualify as an advocate for every child you will have…

The following minimum requirements:

Education:

An advanced university degree is required in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related social science field.*A first level university degree (Bachelor’s) in a relevant technical field (as identified above), in conjunction with ten (10) years of relevant work experience in supply, logistics, procurement, contracting, administration and/or other directly related technical field, may be taken in lieu of an advanced university degree.

Work Experience:

A minimum of eight (8) years of progressively responsible relevant experience at the international level, in supply chain management and/or other directly related technical field is required.

Understanding of development and humanitarian work.

Emergency experience is required.

Previous experience of development and implementation of strategies related to market shaping and sustainable procurement would be an advantage.

Language Requirements:

Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
