Senior Finance Coordinator – USAID Integrated Nutrition

Reports to: Manager – Budget and Finance

Internal: All Staffs including Consortium Partner Staffs

Background:

USAID Integrated Nutrition’s primary goal is to improve the nutrition status of women, adolescents, and children in Nepal’s underserved and marginalized communities. The activity will tackle direct and underlying determinants of malnutrition in Nepal while strengthening the national and local enabling environment to implement multisectoral nutrition programs through four synergistic intermediate results. Achievement of the purpose will be measured by improvements in indicators of nutrition status among women of reproductive age, adolescents, and children.

Functional Relationships:

The Sr. Finance Coordinator will be a key member of the Helen Keller Intl. USAID Integrated Nutrition Operation Team and will provide leadership and oversight of all payments required and will be responsible for efficient implementation of program objectives and activities by ensuring sound management and optimal performance in all areas of financial management ensuring compliance with Helen Keller Intl and donor policies. S/he will work in close coordination with the Sr. Manager – Budget and Finance, Contract and Grants, HR, Logistic and Procurement and Province office to ensure achievement of all procurement control and performance objectives in accordance with the Helen Keller Intl. USAID Integrated Nutrition program objectives.

The Sr. Finance Coordinator will coordinate with INA project for all payment and financial support and coordinate with country staff for shared service payments i. e. insurance, security, cleaning, and maintenances services etc. S/he will be responsible for capacity building and coaching of Helen Keller Intl. USAID Integrated Nutrition province staff. S/he is responsible for ensuring Helen Keller Intl’s best practices are upheld, including adherence to the code of conduct, and fully complies with relevant laws, rules, and regulations, whether internal or external regarding logistic and procurement function.

As gender and social inclusion (GESI) is a cross-cutting and core component for HKI programs, all personnel are required to ensure GESI sensitivity and integration where they work.

Helen Keller Intl has a matrixed reporting structure that respects both the line management and authority within country office hierarchies; and the accountability and oversight duties of colleagues at the regional and headquarters level (especially for multi-country grants). This requires regular communication among colleagues and an ongoing effort to clarify who is responsible and/or accountable for outcomes and who must be consulted and/or informed along the way.

Level / Grade:

Major Duties and Responsibilities:

  •  Assist ensuring that the financial management system is in accordance with Donor’s & HQ guidelines, International & National Accounting Standards and local laws and regulations.
  •  Assist preparation of USAID Integrated Nutrition annual work plan budgets in consultation with Manager Budget and Finance, and relevant program, tech and operation staff for awards as well as for regional programs implemented by Helen Keller USAID Integrated Nutrition.
  • Review vouchers/invoices submitted to USAID Integrated Nutrition, verify that the commitment is properly incurred; items claimed are in accordance with the agreement and delivered or performed.
  • Provide financial support to and maintain expenditure records for Province offices program activities, including receiving and reviewing expenditure reports from the province and processing disbursement of funds.
  •  Monitors all USAID IN operations and program expenditures on an on-going basis.
  •  Prepare and submit the in timely. Maintain all project financial accounts, including accounts payable, and checking accounts.
  •  Maintain adequate financial resources in country to support monthly program operations and subproject reimbursements.
  •  Assist Manager Budget and Finance for preparation of monthly cash requirement information for USAID IN project activities to be requested through Helen Keller central office for wire transfer from Helen Keller HQ.
  • Assist Manager Budget and Finance in generating, developing and/or reviewing monthly and quarterly financial reports as well as pipeline analysis reports to be shared with Project Monitor and relevant staff as well as for submission to FHI 360 HQ and funding agencies.
  • Ensure effective implementation and all payment transaction is through Helen Keller NetSuite, Update/upgrade the skills, learning as required for managing the Helen Keller NetSuite.
  •  Upload the new venders list in the NetSuite and get approval through system.
  • Keeps up-to-date HMG government policies and procedures impacting on country office operations.
  •  Develops monthly and quarterly financial reports as well as pine line analysis report for SMT review and for management decision.
  •  Maintain advance trackers systems for monitoring the program and travel advances, and ensure the advances are settled within the reasonable time or after completion of the events or travel.
  •  Reviews travel claims for correction and verification that the claim conforms with travel authorizations and regulations regarding route, perdiem, accommodation, and use of proper transportation, determining if a travel advance was issued and computing the amount due to the traveller or USAID Integrated Nutrition.
  •  Assists Manager Budget and Finance in developing project budgets and develops report for management decision-making process.
  • Maintains regular contacts with the bank and update the ongoing SCB online banking transaction.
  • Reviews travel claims for correction and verification that the claim conforms with travel authorizations and regulations regarding route, perdiem, accommodation, and use of proper transportation, determining if a travel advance was issued and computing the amount due to the traveller or USAID Integrated Nutrition.
  •  Monitor financial files and folder in systematic way for easy access to concern staffs and back up files as required.
  •  Review and update local law of the government income tax rules and regulations to comply with accounting transaction of the organization i. e. applicable tax and VAT on each payment.
  •  Initiates correspondence to verify data, answer queries and obtain additional information on financial transaction are required with all venders.
  •  Supervise the Finance Officers and conduct the C2C.
  • Performs other related duties as assigned by supervisor.

Requirements and Qualifications

  • Masters’ degree or equivalent in finance, administration, logistic management, or equivalent combination of education and experience.
  • Minimum three (3) years of work experience in development programs.
  • Preferable experience in implementing USAID or other donor funded programs, knowledge of key USAID regulations.
  •  Familiar with financial & administrative management and internal control system
  •  Direct experience in reporting on finance to partners and donors.
  •  Demonstrated experience with INGO reporting, financial management, procurement, and project management including demonstrated ability to develop and monitor budgets, and collaboratively manage operational activities of complex programs including sub-grant management.
  •  Experience in dealing with a diverse group of stakeholders representing government, civil society, international organizations, local government units, community and political leaders, and others.
  •  Excellent interpersonal skills, including the ability to exercise diplomacy and tact as demonstrated in previous roles that required communication with a broad and diverse set of partners.
  •  Excellent capacity building, team building/management, and coordination skills. An ability to delegate responsibilities effectively and coach and mentor junior staff.
  •  Excellent oral and written English language skills, including the ability to clearly communicate complex financial, compliance and operational issues into layperson language.
  •  Fluency in Nepali.
  • Excellent analytical and self-motivation skills; excellent advocacy and persuasion skills; able to think critically.
  • An ability to work in challenging and changing environments, and to see through challenges to find solutions.
  • An ability to maintain balance when under stress.
  • Experience using Excel, Word, and PowerPoint and other software’s
