Introduction
People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role in designing and facilitating systemic solutions advocating for and addressing the needs of vulnerable populations affected by disasters including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. Currently, PIN Nepal is implementing programmes under three strategic pillars 1) Emergency response and recovery, 2) Climate resilience, and 3) Civil society and inclusive governance. PIN Nepal team works in and promotes strong partnerships with civil society, Government of Nepal, academia, private sector and other key stakeholders in Nepal. Together with them, PIN Nepal has become one of the pioneer organizations advancing programmes such as landslide disaster preparedness and anticipatory action, climate and flood resilient housing, durable local solutions, climate change modelling for more inclusive and efficient local decision-making, girls and inclusive education, waste management and circular economy approaches. PIN is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy.
About the Project
Hamro Pratigya – Our Promise: Empowering Voices, Ending Gender-Based Violence Project under Security and Justice Programme Eliminating gender-based violence (GBV) is central to the United Kingdom (UK) government’s commitment to women and girls. This project is envisaged in the context of the Foreign, Commonwealth and Development Office’s (FCDO)’s International Strategy on Women and Girls (2023-2030), the UK Gender Equality Act 2014, and the British Embassy Kathmandu (BEK) Country Plan, in particular, the goal defined as ‘Changes in social norms in key institutions and society mean less acceptance of GBV’. The project is strongly aligned with BEK’s commitments to the (a) transition to federalism in line with the 2015 constitution and (b) inclusive development, leaving no-one behind in the effort to empower the poor and traditionally marginalised and to improve service delivery to them. A multi2/ 4 peopleinneed.net year project directly funded by FCDO for up to £8 million from 1 April 2024 to 31 December 2027. It is expected that the programme will directly benefit community members, Community Based Organisations (CBOs) and Civil Society Organisations (CSOs) across 3 provinces, including community schools. The priority provinces are: Madhesh, Lumbini, and Karnali.
Scope of Work
Under the direct supervision of the Project Manager, Project Coordinator of Lumbini Province will support project team in the effective implementation of the related activities under PIN Nepal (NPL) County Program’s (CP) strategic pillar on Civil Society and Inclusive Governance (CSIG) and “Hamro Pratigya – Empowering Voices, Ending Gender-Based Violence” Project funded by FCDO and represent PIN at local/district/province level. This includes supporting program, M&E department, and partners’ staff in the implementation of project deliverable in the field. She/he/they will be responsible for management of activities trackers, information sharing across the organization, partners and other relevant stakeholders.
Key Summary of Functions
Under the supervision of the Karnali based Project Manager, Project Coordinator takes lead on implementation of multi-year Programme Hamro Pratigya (HP) and across PIN Nepal’s Civil Society and Inclusive Governance programming in the province.
Provides technical supports to Downstream Partner of the province for the smooth implementation of project.
Support project manager to develop strategy, and manage implementation of HP across the delivery chain and throughout the Project Cycle Management (PCM) (activities, budget and project documentation) in line with the proposal strategies and donor requirements;
Establish and ensure good partnership with key partners and stakeholders in the implementation;
Coordinate closely with other implementing agencies including UNOPS, Government of Nepal, Nepal Police, and/or any other stakeholders in the province.
Programme Management/Implementation
- Take lead on implementation of Hamro Pratigya in Lumbini Province coordinating with local to province level governments and other concerned stakeholders;
- Technical support to Downstream Partners (DPs) for the effective implementation of GBV prevention activities including organized diffusion;
- Coordinate with DPs to empower CBOs/CSOs initiatives in the province;
- Provide support to carry out the capacity development and community engagement activities with/for partners, communities and local stakeholders that are directly linked with project activities;
- Coordinate and support MEAL team to carry out the MEAL interventions in the province and support in impact evaluation studies and collect adequate evidence;
- Support and assist PIN’s MEAL department, programs department, local partners, and external evaluation partner to ensure regular program monitoring, evaluation and learning;
- Ensure safeguarding of children, vulnerable groups (including people with disabilities) and those in fragile and conflict-affected states at all times;
- Ensure that the perspectives and voices of marginalized groups, including women, girls, persons with disabilities, Dalits, LGBTIQA+ and other social and ethnic minorities are represented and considered in program activities and decision-making processes;
- Conduct regular meetings with project staffs, partners and stakeholders to review progress, address challenges and provide guidance to the team as per need;
- Identify the trends of GBV in the province and inform project manager for decision-making;
- Prepare regular reports, narrative updates and other documents required by donors and government agencies;
- Ensure the effective management of program resources including budget oversight, procurement, and logistic arrangements;
- Coordinate with all program, MEAL, finance, communication, logistics of PIN;
- Adhere to PIN Code of Conduct and key policies including Child Protection Policy and Safeguarding Policy;
- Supervise and support other staffs in the project team.
Representation and Networking
- Act as primary focal point of contact for PIN’s Hamro Pratigya Project in Lumbini Province representing the organization and liaising with local to province level governments and other concerned stakeholders;
- Establish and maintain effective working relationships with key stakeholders including government, non-government, CSO/CBOs, community leaders and beneficiaries in Lumbini Province;
- Participate in relevant provincial and district level meetings, workshops, and forums;
- Ensure that PIN is well represented and visible among the relevant networks and stakeholders and within coordination forums
- Collaborate with project manager and other relevant staffs to exchange information, share best practices, seek support in challenged situations and coordinate joint initiatives to address cross-cutting issues;
- Mainstreaming and Quality Management • Together with ProGEDSI team of PIN identify GEDSI and Protection issues and mainstream GEDSI and Protection throughout the project cycle management;
- Establish mechanisms for feedback, complaints, and accountability to ensure that program beneficiaries have access to safe and confidential channels for expressing their concerns and suggesting by providing inputs to improve;
- Monitor project activities to ensure compliance with quality standards, ethical guidelines and best practices in GBV prevention;
- Monitor and analyze project data, case studies and beneficiaries’ feedback to track the progress towards program objectives;
- Maintain data and information confidentiality as set out in the Data Protection Policy;
- Work closely with SJP Project Manager, MEAL team to ensure that project-based learnings and monitoring/evaluation results are regularly used and reflected in PIN’s work;
- Ensure and strengthen quality focus within the project, across all cross-cutting components;
Support in Fundraising
- Collaborate with Project Manager, Programme Manager and the organization’s fundraising team to support in proposal writings or provide information required for the proposed proposals;
- Work closely with Pillar III Civil Society and Inclusive Governance team in Country Program to implement the CP’s strategic frameworks and plans;
- Ensure that the team understands governmental programmes, plans and strategies both on provincial and local levels, and ensure that PIN’s proposals and programmatic design are in line with it;
- Ensure aligning of proposals and programmatic design with donor strategies (including their mainstreaming policies, such as environmental policy, GEDSI policy, GBV mitigation, etc.);
- Ensure aligning with SDGs (and UN agenda);
- Support, as per requirement, on writing proposals in cooperation with CP team;
Requirements
- Master’s degree in gender studies, social science/work, rural development, or relevant field, with at least 2 years of demonstrated work experience or Bachelor’s degree with 4 years of work experience with an I/NGO in the following areas:
- GBV prevention and response programs targeted for most marginalised population including Out of School adolescent girls; Adolescent empowerment and GBV prevention programme management,
- Gender Transformative and Social Norms Programming enhancing LG and community members’ knowledge, attitude, skills and agency to prevent and respond to GBV – Gender equality, disability, and social inclusion programming
- Women/Girls’ empowerment interventions;
- Local Government and key stakeholders’ capacity development and participatory planning of social services (related to GBV prevention and response);
- CBOs/CSOs capacity development and sub-granting; improving coordination in civil society space and with key community and LG/GoN stakeholders; Community engagement/participation and local government mobilization;
- Child development framework: child protection, participation, and human rights-based approach;
- Experience working with diverse Civil Society Organizations and their meaningful participation in inclusive governance;
- Experience managing and monitoring multi sectoral complex projects implemented by downstream partners, sub-grants to CBOs/CSOs in Lumbini province;
- Demonstrated experience in managing diverse teams and maintaining strong relationships with the project team, partners and local stakeholders;
- Outstanding communications and networking skills;
- Local language proficiency (Awadhi, Tharu) will be a plus. Candidates from the targeted province, women and other marginalized and minority group are encouraged to apply.
