Director of Finance and Operations (DFO)

The Role Overview:
The DFO has primary responsibility for overseeing all budget and fiscal functions, policies and procedures. The DFO also oversees human resource functions, IT and systems, procurement, facilities and risk management functions. S/he also supervises the finance and admin function, and other staff in the Finance and Operations division; and the Internal Audit function. The key responsibilities include, but are not limited to, those described below:
The DFO is responsible for every aspect of program activity in Nepal, including:
Financial Management:
- Leads the annual budget development process, monitor expenditures and variances, and proactively updates income and expense projections;
- Leads strategic analysis and planning for all business operations including scenario analysis, horizon scanning and assessment of opportunity and risk, including cash flow forecasting to meet cash flow needs and adherence to operational requirements;
- Supervises and oversees the production of accurate monthly and ad hoc financial reports for the Country Director, Senior Management team and donors/ partners;
- Leads annual audit process and serve as the primary liaison with audit firm;
- Oversees tax preparation
- Leads the design, development and finalization of all balance sheet reconciliations (bank accounts, investments, prepaids, deposits, accruals, depreciation, etc.) on regular fashion;
- Oversees documentation of pro bono revenue/ contributions, consulting revenues, shared costs allocations, global due to settlements, invoices and other special revenue and invoicing needs;
- Develops and implement systems including ERP, policies and procedures to ensure compliance with USAID or other funding requirements;
- Coordinates with Global Ops for contract management and subaward/ consulting award implementation;
- Supports negotiations, preparation, and management of subcontractors and sub-grants, including training of sub-grantees;
- Leads and manages people and systems to ensure adherence to restricted grant budgets, including periodic updates on budget variance and preparation of budget modification documents;
- As needed, leads processes to secure NICRA for USAID funding;
- Leads treasury management system and process to select, set up, and manage fiscal and payroll systems to ensure timely and accurate use of fund, cash flow and related reporting;
Human Resources :
- Oversees payroll, benefits administration, recruiting, onboarding, off-boarding, employee check-ins and exit interviews, and other human resource activities as needed;
- Develops and updates related policies in light with country laws, donor’s guidelines and global requirements
- Assures compliance with applicable HR, employment and personnel laws and regulations;
- Ensures that the HR system has updated personnel and operations policies and procedures and ensure compliance;
- Ensures that HR unit periodically trains and orients staff on personnel policies and procedures;
- Plans and develops organizational performance management systems in partnership with the global team.
Operations, technology and systems :
- Oversees management and maintenance of all office systems and facilities including IT;
- Develops and update related policies in light with country laws, donor’s guidelines and global requirements
- Overseas procurement policies and ensures all procurement processes follow the policy and standard.
- Oversees organizational insurance policies and ensure organization is adequately covered;
- Ensures emergency and security policies and procedures are understood and followed, including cyber-security procedures;
- Oversees compliance with government registration and reporting obligations, including MoFA procedures, guidelines and regulations.
Risk Management :
- Develops and oversees risk assessment and emergency planning policies and procedures;
- Establishes and maintains risk management system and process (risk register and others);
- Proactively identifies potential risks and develops mitigation strategies in conjunction with other SMT member ;
- Supervises, guides and trains internal control/compliance personnel

Requirements
Qualifications:
- Masters with 10 years’ experience or Graduate with 15 years’ experience. Masters degree in Finance/Accounting or MBA with full/part qualification of CA/CPA or equivalent experience preferred.
- At least 15 years of professional experience, with a minimum of 10+ years of broad nonprofit financial and operations management experience in leading and managing diversely skilled teams; International experience would be considered as added value.
- At least 5 years of experience developing policies, procedures and systems for and managing finance and operations in iNGOs,
- Experiences on other donors including EU, DFID/DID, FCDO, SDC etc. would consider as added value
- Experienced on web-based accounting software;
- Experience in working with sub-grants, including USAID compliance and training of sub-grantees;

- Serves as a vital member of the SMT and to ensure all fiscal policies, procedures and documentation requirements are adequate to protect the organization.
