Job Description:
JOB PURPOSE
WORK CONTEXT/ BACKGROUND:
WVI Nepal is implementing Sikai+ project in Madhesh province to promote inclusive education, particularly at basic school level. Along with other objectives, one of the key objectives is to ensure Disability Inclusion in the intervention of Inclusive Education and women’s economic empowerment, enabling children and people with disabilities to actively engage with communities to create an environment that is inclusive at home and in the community. This position is field based and reports to Sikai+ Project Manager. This position will be responsible for building the Disability Inclusion capacity of team members within the scope of the projects, including inclusive education and women’s economic empowerment programming and gender, supporting disability mainstreaming in project(s) activities, leading targeted approaches and strategies to promote disability outcomes. S/he will provide technical backstopping to encourage the adoption of disability inclusion in quality assurance and Monitoring and Evaluation (M&E) activities and coordinate with other project team members and partners to plan and implement strategies for effective project implementation.
The role demands disability inclusion and integration in different programming, policies and strategies. For this, it requires to establish external relationship building with like-minded organizations and relevant departments of local and provincial government and organizations of people with disabilities to ensure linkage of disability inclusion in government plan policies and its effective implementation. The incumbent shall provide technical guidance and support on WV programmes and strategy to contribute to overarching outcome contributions. This position will require to support on other WVI Nepal’s programmes and requires frequent travel to project sites.
This position aims to 1. Support WVI Nepal’s Strengthening Inclusive Education Project in Nepal: Sikai+ project by providing technical leadership on integrating Disability Inclusive Programming with the overall project activities; and 2) Support WVI Nepal’s disability inclusion related programming in Nepal, with a focus on the projects in WVI Nepal’s East Field Office (EFO) as required
The incumbent will be responsible for generating quality reports, flyers and publication materials to disseminate projects progress, lessons learnt and other profiling advantages. S/he shall also support any additional resource acquisition related engagements. S/he will closely work with Prerana, strategic partner of WVI Nepal under Sikai+ project, providing technical support for disability initiatives.
MAJOR RESPONSIBILITIES
Quality Assurance of effective Disability Inclusion Programming
- Ensure the effective planning and implementation of project activities as per Sikai+ Detail Implementation Plan (DIP), with new initiatives to strengthen Disability Inclusion in collaboration with the project team and Area Programme (AP), referring to the Disability Inclusion framework and approaches, which address harmful social norms and exclusion that contribute to unequal development outcomes in the sector.Develop and ensure practical project Disability Inclusion framework/guidelines/checklists are in place and used by partner
- NGOs, helping partner NGOs increase the reach of activities focusing on the most vulnerable beneficiaries. Track progress periodically and develop plans to address gaps timely.
- Support to conduct early disability screening in schools and communities to identify children with disabilities, analyse data, and develop an intervention action plan.
- Work closely with a disability inclusion partner to ensure that buildings and infrastructures are disability-friendly and accessible while designing and planning.
- Support mobile teachers for establishing and implementing disability inclusion by collecting and developing relevant learning materials targeting children with various disabilities.
- Provide technical inputs on project-related interventions and resources (policies, guidelines, and system structure) in Sikai+ and WV’s programming in Nepal and East Field Office
- (EFO)from the Disability Inclusion perspective, referring to the government disability framework, policies, and procedures.
- Review project and local resources, communication and advocacy materials from Disability Inclusion perspective.
- Lead in ensuring all adult and children Safeguarding requirements are maintained per WVI and donor standards.
- Ensure the consideration of the intersectionality of gender and social inclusion, while maintaining a strong focus on disability inclusion.
- Work closely in coordination with Sikai+ project staff to ensure the meaningful most vulnerable social intersections in Sikai+ project and beyond in WV’s programming in Nepal and EFO.
- Monitoring, Evaluation, Accountability and Learning (MEAL)
- Work with MEAL team to develop and implement an effective results measurement system for tracking Sikai+ project’s Disability Inclusion sensitive /specific results and outcome.
- Work with MEAL team to integrate Disability inclusion-related indicators and targets in the overall project M&E mechanism.
- Ensure existing monitoring system collects and reports on gender, disability and caste disaggregated data of the project;
- Review and update Disability Inclusion related quality benchmark of Sikai+ in collaboration with MEAL
- Guide and support for collecting and analysis of adequate data and information on project activities and outcomes from Disability Inclusion perspectives for capturing in project reporting and documentation.
- Conduct regular field visits to verify data, build staff capacity hands on and to understand local context.
- Carry out field visits to ensure Disability Inclusion is aligned with project-related field activities and interventions and overall outcome of the project
- Capacity building of partner and WV team in disability inclusion
- Orient and train WVI Nepal and partner staff of Sikai+ and other WV projects for practical use and implementation of Government policies, processes, protocols, procedures, and guidelines related to Disability Inclusion and Inclusive Education to ensure project delivery of its objectives to reach the most vulnerable beneficiaries and their targets.
- Provide regular training, mentoring, coaching, and ongoing advice to the Sikai+ and other relevant project team including Partner NGO staff to build capacity and implement quality
- Disability Inclusion in programming including analysis of early screening data.
- Coordinate and support the GEDSI and protection focal person/s of the Partner NGO, WVI Nepal, to ensure Disability Inclusion in the project as per the action plan.
- Assess the need and build capacity of project-related groups and committees regarding conceptual clarity, approach, strategies, and tools related to Disability Inclusion.
- Support team to identify individuals with physical, mental, sensory, communication or other disabilities by assessing their needs and coordinating necessary support within the project scope.
- Provide technical guidance and support to collate data and interpretations in the reporting and other strategic advantage engagements.
- Facilitate on capacity building of WVI Nepal and Partner organization on disability inclusion framework of the project and support to implement it.
- Support partners to organize intense training for mobile teachers.
- Disability Inclusion Advocacy to influence in policy and plans integration
- Establish and strengthen networking and coordination with national, provincial and local level organizations and organizations of people with disabilities (OPDs)
- Facilitate in collecting problems, issues and voices of the people and children with disability to table in the meetings or events to the duty bearers for providing facilities those are context appropriate.
- In close cooperation with partners who are working in disability inclusion such as Prerana ensures that the Sikai+ provincial and Local Government (LG) advocacy project targets are achieved.
- Represent WVI Nepal in external events and forums at the district/province/federal level to highlight good practices and areas of collaborations
- Update information and knowledge gathered through participation in meetings, training, workshops and exchange visits.
- Support Sikai+ project staff and other relevant teams in delivering local advocacy to influence government policies, services, and resource allocation to address most vulnerable children (MVC)and disability Inclusion issues.
- Coordinate, build relationships and conduct advocacy with relevant government line agencies and networks to increase collective action and awareness on MVC in both regular development and disaster/emergency situations.
- Meet regularly with relevant government agencies—provinces, districts, and municipalities—to share good practices, develop good relationships, and influence improvements in
- Disability Inclusion policies/services in accordance with the WVI Nepal project goals.
- Collaborate with strategic partners, technical teams, and project teams to integrate disability priorities into plans with effective tools such as citizen voice and action (CVA) and context base practices.
- Support Partners and ensure all procurement of disability related learning/teaching materials are appropriate.
- Provide support to Partners to ensure medical camps and direct assessments are implemented well.
- Ensure the LG/Sikai+ has a digital system in place tracking all children living with a disability.
- Ensure technical and institutional capacity building to partner NGOs and possibly OPD.
- Support in Developing Contextual Guidelines for Disability Inclusion in WV Programming.
- Effective communication resources and reports generation
- Lead in producing periodic reports and other documents to cater to the business processes.
- Identify and collate success stories, case studies and other project successes to link with the projects plan and organization’s strategy alignments.
- Produce and review communication resources in the form of posters, flyers and other materials to develop awareness, sharing highlights and other purposes in support of NO communication and technical teams.
- Prepare capacity and learning documents for the future resource acquisitions or profiling of the organization.
- Support and guide partners to produce quality reports and other communication resources.
- Ensure all the donor and WVI Nepal’s compliances and guidelines are adhered.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience:
- At least 5 years of field experience in Disability Project Management, Disability Inclusion, and programming.
- Required Education, training, license, registration and certification:
- Bachelor’s Degree in Sociology, Psychology, Health Care, Disability Study, rehabilitation counselling, special education, public health or related field.
Preferred Knowledge and Skills:
- Understanding of disability inclusion and inclusive education policies and plans.
- Good understanding of government structures, its functions and provisions with regards to disability inclusion.
- Experience working with the Universal Design of Learning (UDL) and Washington Group Questionnaire including data analysis.
- Experience assisting people with disabilities, such as in rehabilitation counselling, social work, or healthcare settings.
- Experience working directly with individuals with various types of disabilities (physical, cognitive, sensory, etc.)
- Experience in direct support roles (e.g., case management, therapy, or counselling)
- Familiarity with tools and technology that aid individuals with disabilities (e.g., speech recognition software, mobility aids, etc. and experience in working with different cases of autism, brain injury, or other specific areas of disabilities)
- Strong interpersonal skills – ability to draw commitment from other parts of the organization.
- Good understanding of different approaches to Disability Inclusion mainstreaming and the requirements these involve.
- Fluent in Nepali with good written and spoken English. Knowledge of local language will be an added advantage.
- Knowledge of Microsoft Office, particularly Word and Excel
- Driving License holder of two-wheeler
