Duties and Responsibilities
Within delegated authority, the Humanitarian Coordination Officer will be responsible for the following duties:
- In close coordination with UNCT, HCT and relevant government entities; monitors, analyses and reports on humanitarian developments, disaster relief/management or emergency situations in the country.
- Advises and supports UNRC, HCT and the relevant government institutions in the coordination of the common humanitarian programme cycle (needs assessment and analysis, joint planning, fundraising and resource allocation and monitoring and evaluation).
- Facilitates the organization of analyses and advocacy on humanitarian, emergency relief and related issues; organizes follow-up work, including interagency technical review meetings to support policy development work, advocacy, and decision-making on important issues.
- Participates in inter-agency disaster response/preparedness initiatives; assists in the coordination of humanitarian/emergency assistance for disaster situations and in ensuring the necessary support; drafts situation reports, apprising of situation to date and specifying unmet requirements of disaster-stricken communities.
- Ensures a broad range of substantive support on policy issues, strategic planning, work and cost planning, annual reporting, work plan, resource mobilization, advocacy and contingency planning.
- Liaises and assists in partnership-building with government officials, other UN agencies, non-governmental organizations, and regional organizations.
- Builds and maintains relationships with a wide group of operational humanitarian partners to advance humanitarian action.
- Undertakes and provides support to technical assistance at the province level and undertake in-depth reviews of coordination mechanisms.
- Prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc.
- Reviews and provides advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance.
- Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.
- Ensures facilitation of knowledge building and management focusing on achievement on coordination, resource mobilization, SDGs, Gender and Social Inclusion; Identification and synthesis of best practices and lessons learnt directly linked to country policy goals.
- Provides guidance to new/junior staff.
- Performs other duties as required.
Qualifications/special skills
- Advanced university degree (master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of five years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area.
Languages
Fluency of written and spoken English and Nepali.
Additional Information
Other desirable experience:
- Knowledge of the humanitarian issues and human rights situation in Nepal.
- Experience of UN system operations and priorities in Nepal.
