Job Description:

Monitoring, Evaluation, Accountability and Learning Unit is headed by Senior MEAL Manager, under Programme Development and Quality Department. The key role of an Integrated Knowledge Management Specialist is to develop and functionalize integrated and streamlined information management system that provides required near real-time information to the internal and external users including different departments and units of WVI Nepal to support informed decision-making process. As a cross-functional nature of this role, this position has to coordinate with different departments. In particular to system, this position shall work closely with the Program Management Unit, IT unit, and Sponsorship unit of WVI Nepal.

The purpose of the position is to understand the requirements of evidence, management of the reporting requirement for internal and external reporting, increase effectiveness and efficiency of monitoring mechanisms, provide pieces of evidence for new proposal development, timely facilitate system (Horizon/iMPAQ) based reporting with quality, provide information for SWC reporting, and lead the systematic management of program information, database, and analytical visualization practices. As a key member of the MEAL Unit, this position will support other cross-functional initiatives and priorities of the unit to complement requirements and contextual needs.

MAJOR RESPONSIBILITIES:

  • Analyze the information requirement of organization for supporting strong evidence generation and reporting purposes.
  • In coordination with MEAL, Program, and Operation team, establish and upgrade the organizational program/project information management system using the most appropriate systems and processes.
  • Leading the development and management of digital dashboards using Power BI, ensuring efficient data visualization, monitoring, and reporting across all projects.
  • Lead on global program information management platform Horizon (program data management, Financial planning and reporting)
  • Understanding the new global system (IMPAQ) with knowledge of salesforce
  • Streamline various sources of information for different compliance reporting systems like Horizon, IPAS/SunsSystem, and iMPAQ by using standard systems and processes.
  • Work on the content of the information in coordination with MEAL Team members, Technical Heads, Sponsorship Lead, Field operations team, support service team, and Advocacy manager.
  • Access and maintain the secondary sources of information to refer to as a reference value for the indicators relevant to the programs/project indicators of WVI Nepal
  • Establishing the platform and culture of knowledge sharing through different digital platform – preferably, SharePoint
  • Obtain information about the recent and efficient information management, analysis and reporting practices from WV partnership and other agencies/organizations, and accordingly update the systems of WVI Nepal.
  • Supporting the development and smooth operation of various digital platforms to enhance monitoring capabilities and strengthen the information management system. Support on information management and reporting of the emergency response projects, grant funding-based projects and other shorter-term projects in close coordination with the Senior MEAL Manager, and the respective project Lead/Manager.
  • Support MEAL team (in the national office and field offices) to effectively functionalize the MEAL business in a regular setting, during an emergency period, and during other critical situations (like the transition of team members).
  • Closely work with Regional team (focal person)for reporting and program management systems like Horizon and iMPAQ.
  • Provide clear guidance to the program/project management team about the planning and reporting requirements as per the global guidance for system operation.
  • Work with IT team to verify the systems and applications from security and compatibility perspectives.
  • Collaborating with the Innovation Lab to transform programmatic and community ideas into automated solutions
  • Work with Field Operations with regard to smooth flow of data collection, verification and reporting
  • Work closely with MEAL team (national office and field office) for co-working and synergize actions.
  • Work closely with Technical Sector Head/Leads to align program management and evidence generation and supporting the system related design process
  • Support MEAL team for enhancing capacity on systematic data collection, management, analysis, and interpretation.
  • Support technical staff and other relevant team members to effectively use the planning and reporting systems like Horizon and iMPAQ.
  • Support team members with opportunities for learning and growth through engagement in the defined area of work.
  • Support on strengthening the capacity of relevant staffs regarding different systems and visualization platforms
  • Collaborate with other departments for organizational reporting (including government reporting) and system management.

Required Professional Experience

  • Five years’ experience of work in MEAL or project/program information management, research data management, or work in database.
  • Experience of work in information management, analysis, and visualization applications.
  • Experience in producing evidence-based knowledge products.
  • Experiences on data collection tool like commcare, ODK platform
  • Database like MYSQL, MS access. Advanced level competency in data management, analysis, and visualization with use of different tools and applications like
  • MS Excel, Power BI, SharePoint, common drive, ODK, CommCare, GIS, SPSS/STATA/R Studio etc.Knowledge on salesforce administration/Operation

Required Education, training, license, registration and certification

  • Bachelor’s degree (preferred Master’s degree) in social science, information technology, software engineering, statistics, project management
  • Good knowledge about project design, components of project management, project logframe, and different indicators (WV, UN, SDGs, Govt).

Preferred Knowledge and Qualifications

  • Competency in dealing with cross-functional issues experience in an I/NGO, UN/ bilateral organizational environment
  • Good Knowledge of the humanitarian sector including longer term development programs and emergency response projects.
  • Good knowledge (and practice) of principles on Humanitarian and Programme Accountability
  • Capacity and skills to collaborative work and team-building techniques
  • Ability to influence without having authority
  • Excellent oral and written English and Nepali communication skills
