Introduction

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015, earthquake. Since its inception in Nepal, PIN has had a strong role in designing and facilitating systemic solutions advocating for and addressing the needs of vulnerable populations affected by disasters including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. Currently, PIN Nepal is implementing programmes under three strategic pillars 1) Emergency response and recovery, 2) Climate resilience, and 3) Civil society and inclusive governance. PIN Nepal team works in and promotes strong partnerships with civil society, Government of Nepal, academia, private sector and other key stakeholders in Nepal. Together with them, PIN Nepal has been for example one of the pioneer organizations advancing programmes such as landslide disaster preparedness and anticipatory action, climate and flood resilient housing, durable local solutions, climate change modelling for more inclusive and efficient local decision-making, girls and inclusive education, waste management and circular economy approaches. PIN is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy.

In anticipation of an upcoming multi-year programme to increase public safety and trust in the state in Nepal via increase GBV prevention and wider reduction in security challenges, People in Need (PIN) seeks to recruit a MEAL Lead who can lead the MEAL requirements of the programme, including the development of MEAL Framework, in line with donor’s result framework. The anticipated programme to be launched in early 2024 aims to empower target communities with the knowledge, skills, attitudes and effective collaboration mechanisms to tackle the perpetuation and acceptance of GBV in Nepal. In close cooperation with local NGOs in the target provinces, PIN plans to work directly with individual community members and a range of stakeholders to most effectively prevent and respond to GBV.

Scope of work

Under the supervision and guidance of MEAL Manager and in close coordination with the GBV prevention and social norm programme lead of PIN Nepal Country Office, MEAL Lead will perform to achieve following key objectives;

  • Develop MEAL frameworks and Results Frameworks as per the requirement of the donors, and provide expertise and high quality reporting on progress on the project.
  • Coordinate with program design team to contribute on problem analysis and develop projects’ theory of change, sub-pathways, log frame and MEL approach for the project, together with MEAL Manager and the advisors.
  • To streamline and effectively initiate and implement MEAL activities of GBV prevention and social norm programming.
  • Provide technical support to monitor and evaluate the project progress based on the quarterly and annual work plan and M&E framework to ensure the quality of the project implementation.
  • Ensure clear and smooth communication between the stakeholders, donors, partners and the project through verbal and written reporting and documentation of activities
  • Build the capacity of the partners on planning, monitoring, evaluation, and reporting.
  • Prepare the quarterly and annual reports of the project, ensuring the necessary level of quality.
  • Mainstream gender equality and social inclusion into planning, monitoring, evaluation as well as reporting by devising necessary forms and formats.
  • Participate in PIN Nepal’s broader programme design and proposal discussions, including theory of change development and logframe development.
  • Adhere to PIN-Nepal’s policies, guidance, and procedures; with special attention to Safeguarding Standards and Procedure, Case Handling Framework, Child Protection and Do No Harm policies; immediate reporting and redress of any complaints and issues based on its severity.
  •  Support MEAL Manager and the team on strengthening PIN Nepal’s Complain and Feedback and Response Mechanism (CFRM) system, and building the capacity of the team and partners.

Monitoring and evaluation of the project activities and outputs

  • Engage at the field level to initiate the implementation of the project through meetings with the government counterparts, CSOs, justice actors and other relevant stakeholders.
  • Based on the MEAL framework in the Program document, refine indicators for the effective implementation of the program.
  • Update as necessary Monitoring and Evaluation plans, consistent with the annual MEAL framework, in consultation with all the Leads.
  • Establish internal control system and Standard Operating Procedures in Results Management and control of the workflows in the team.
  • Update the progress and provide timely analysis to develop and update the Project overall strategic framework, impact chains and intervention logics.
  • Facilitate field monitoring visits to the Project locations areas through closely working with implementing partner for community mobilization activities and conduct qualitative and quantitative assessment of the implementation status.
  • Collect periodic data and information against the baseline to assess and report on the overall progress.
  •  Develop and implement monitoring, inspection, and evaluation procedures and systems.
  • Prepare issue log and risk log for the project.
  •  Assist the Project/Program Manager in preparing Annual Progress Report and other knowledge products that include results of monitoring and evaluation.
  • Monitor all project activities, expenditures, and progress according to the annual work plan and project document.
  •  Develop monitoring and impact indicators for measuring results of project implementation.
  • Monitor and evaluate overall progress on achievement of results.
  •  Organize and conduct training on MEAL/ MIS for project and government staff.
  • Assess risks and challenges in achieving project goals/ outputs and recommend necessary actions.
  • Develop appropriate formats and monitoring toolkits for collecting data from different sources.
  • Lead the baseline, midline, endline and assessment conducted under the project, and organized the MEAL sharing meeting to relevant stakeholders/program team.

Programmatic support

  • Lead overall management, implementation and coordination and support project lead in management of overall project.
  • Prepare and update project annual/quarterly work plans in consultation with implementing partners.
  •  Ensure the timely and efficient delivery of project’s expected results in accordance with the principles of Results Based Management (RBM) and Human Rights Based Approach (HRBA) and in compliance with prevailing rules, regulations and procedures.
  •  Provide on-going analysis and concrete recommendations to improve quality and efficacy of projects in terms of procedures, advocacy, and accountability to beneficiaries.
  • Coordinate and liaise with PIN and relevant stakeholders with respect to the implementation of the project activities.
  • Support MEAL Manager, Project Lead and HOP in organizing DPAC, CPAC review and reflection exercise etc.
  • Support project lead in recruitment, supervision of staff, consultants, and service providers
  •  Support implementation of the project including coordination with partners, the Country Office and regional or international offices
  •  Represent the project in meetings, workshops and other discussions with the partners and stakeholders.
  • Coordinate and support communication department in preparing learning briefs, documentation of project learning and designing visibility materials of the project.
  • Strengthen knowledge sharing and learning process by ensuring regular dissemination of program and project results, lessons learned and good practices to partners, development partners, beneficiaries and other wide range of stakeholders.

Data Collection and Information Management/Dissemination

  •  Collect required data from field, in coordination with the project’s MEAL team/program team
  •  Maintain data and information confidentiality as set out in the Data Protection Policy.
  •  Design and implement a system for data verification in order to ensure that the quality of information that partners are reporting is accurate, timely and relevant,
  • Regularly update the Country Office, HQ, and donors on the achievements and progress of the project implementing partners,

Gender Equality, Disability and Social Inclusion Mainstreaming

  • Highlight GEDSI related results in monitoring and evaluation plan and reflect them in the reporting,
  • Ensure GEDSI consideration in workstation, communication, and personal behaviour,
  • Ensure the Project activities are planned and implemented in a gender sensitive and inclusive manner and that all implementing partners are sensitized and trained in monitoring and reporting of gender and social inclusion sensitive results.

Requirements

Education and Training

  •  At least master’s degree in social science or development related fields, with good understanding and interest in project management.

Relevant Experience

  •  Minimum of five years’ experience working in designing and implementing M&E/ MIS in development projects by national/ international NGOs, UN bodies and/or Government.
  • Experience in the usage of computers and office software packages (MS Word, Excel etc.) and advanced knowledge of spread sheet and database packages, experience in handling of web-based management systems.
  • Proven ability to produce analytical reports with quantitative data analysis.
