Job Description
The Opportunity
PMEL is a pilot project designed to promote and build a ‘big picture’ view of the FCDO Nepal (hereby referred to as the British Embassy Kathmandu or BEK) development and diplomacy portfolio and assist its leadership with evidence-based decision making.
This project is implemented by Abt Britain team based in Kathmandu.
PMEL delivers these objectives through various analytical and facilitatory workstreams, including portfolio monitoring, evidence synthesis, and strategic learning. It plays a convening role by supporting BEK in holding the space for strategic reflection from the wealth of evidence generated from its programmes and contextual research.
PMEL performs the role of an Independent Portfolio MEL function that supports BEK in building a more holistic picture of portfolio results by creating the ‘big picture’ of where BEK works, with whom, how and in what ways.
PMEL supports the sense-making of evidence to trigger strategic reflection with BEK leadership about decisions that affect its whole portfolio.
Role Overview
The MEL Analyst’s role is to support in various technical pieces of work that will help build BEK’s portfolio picture, which will further support the BEK to learn and make strategic decisions. To that end, the position holder will primarily contribute to synthesizing and analyzing existing evidence, creating knowledge products, supporting in designing tools and processes for portfolio learning as well as maintaining PMEL’s knowledge repository.

Key Responsibilities
Technical Contributions (70%)
- Regularly review existing data and reports, such as annual review reports, project annual reports, and other knowledge products to
- Mine new data and knowledge that is relevant for portfolio analyses.
- Set up and maintain database for analyses and deep dives.
- Maintain knowledge of the current portfolio at any given point to
- Support the core team and relevant national consultants in conducting thematic deep-dives and synthesizing evidence.
- Contribute to the development of presentations, briefs, visualizations to synthesis quantitative and qualitative findings.
- Support the team in developing portfolio results stories.
- Support the Senior Data Specialist in cleaning and validating regular updates from partners on BEK’s Data Visualization System.
- Support the team with other tasks as may be required.
Stakeholder Engagement and Knowledge Management (30%)
- Coordinate with BEK partners to roll out relevant MEL tools for data collection and validation.
- Engage with stakeholders including BEK and its Evidence Partners on key learning pieces.
- Conduct field visits to deepen portfolio understanding.
- Take lead to organize and maintain PMEL’s Sharepoint, including knowledge products from closing programmes.
What We Value
- Nepali citizenship or residency with work authorization required.
- Master’s degree in social sciences, statistics, public health, or related field required.
- At least 5 years of experience related to monitoring, evaluating, learning, and reporting on international programmes, preferably BEK programmes.
- Experience in implementing research, evaluation and learning methods – developing qualitative, quantitative, and mixed-methods data collection tools and preparing high-quality analyses.
- Proven experience in database management, particularly on maintaining database for qualitative data analyses, coding procedures, and analysis frameworks.
- Proficiency in data visualization (MS-Powerpoint, Adobe) with the ability to create informative visuals for presentation and reports.
- Understanding of the Nepali context, including the implementation of federalism and its effects on socio-economic development and aid effectiveness and development cooperation environment.
- Strong written and verbal communication skills in English and Nepali required.
- Strong interpersonal skills and ability to work collaboratively with different teams.
- Ability to set priorities, multi-task and meet deadlines.
- Ability to work flexibly based on project needs
