About the Role

Restless Development is recruiting a talented individual as a Monitoring, Evaluation, and Learning (MEL) Officer for Nepal hub. The MEL Officer will be responsible to lead M&E components to staff, partners and Girls’ Champion.

Job Title: Monitoring and Evaluation (MEL) Officer

Location: Kathmandu, Nepal with travel to field as required

Annual Basic Salary: NPR 1,067,474

Preferred start date: As soon as possible

Tenure of contract: The initial offer will be for a period of one year with a possibility of extension.

Requirements: Must be authorized to work in Nepal

Reports to: Programme Coordinator

Key Responsibilities

Lead the design and implementation of Monitoring, Evaluation and Learning Systems

  • Lead the Monitoring , Evaluation and Learning Unit of the organization
  • Support in establishing a monitoring mechanism.
  • Develop project monitoring plan and assist in the development of the project in consultation with the programme unit.
  • Support program design, development and review of all monitoring and reporting functions, systems and tools for the project.
  • Support programme team and partners to utilize planning, monitoring and reporting tools to capture information across programme indicators
  • Track project indicators and communicate with the project team on a periodic basis.
  • Support Girls’ Champions for data collection, analysis and report preparation of the research.
  • Support the programme team and partners to Manage (record/capture, analyze, report, disseminate and safely store) project data.
  • Design and lead training and other capacity building initiatives on monitoring and reporting systems for staff, partners and volunteers.
  • Prepare periodic M&E project reports as per organizational and donor requirements and guidelines.
  • Work closely with global consortiums for MEL tasks.

Support the Packaging and dissemination of learning

  • Oversee analysis of monitoring and reporting data and produce reports for timely dissemination to internal and external stakeholders.
  • Contribute to meetings and other internal and external forums to disseminate programme results and learning.
  • Prepare internal and external project MEL reports as required.
  • Document lessons learnt best practices and impact from projects for learning within, across and outside Restless Development.
  • Establish a feedback system to receive and respond to young people, communities and other project beneficiaries.
  • Document case studies and Most Significant Change Stories (MSCs) highlighting programme success and lead in the participatory review and selection of the MSCs.
  • Participate in learning spaces created by the organization.
  • Develop Impact Briefs from Project studies conducted for internal and external sharing.

Support programme evaluation activities

  • Support the design and implementation of evaluation studies and processes such as baseline and end line survey.
  • Oversee the implementation programme evaluations and develop the design and tools for the process.
  • Design and lead training and other capacity building initiatives on monitoring, evaluation and learning for staff, partners and Girls’ Champion involved in programme implementation.
  • Perform and ensure quality assurance of programme systems and interventions.

Manage data storage systems

  • Support design systems for data capture, management and maintenance.
  • Ensure functionality of data systems developed.
  • Support the programme teams, partners and Girls’ Champions in documentation and filing of all programme data using both on and offline systems.
  • Establish and regularly update programme people reached databases clearly showing the programme reach across the target population and categories.
  • Conduct data verification, validation and quality assurance in line with organizational and donor requirements on a monthly basis.

Others

  • Other duties as assigned by the line manager. You may occasionally be required to work on weekends and/or public holidays, for which time off in lieu will be granted.

Skills and Experiences

  • Bachelor’s degree in any discipline with 3 years of experience in M&E in the development sector or Master’s degree in any discipline with at least 1 years of work experience in the same.
  • Experience in designing and implementing M&E systems, conducting evaluations, analyzing data, and reporting findings to stakeholders.
  • Proficiency in data collection methods, statistical analysis, and evaluation methodologies.
  • Experience with software packages such as databases, Kobo collect, MS Office package, SPSS, Bi Power, Epi info.
  • Ability to lead the MEL unit.
  • Ability to provide guidance and expertise on monitoring and evaluation issues.
  • Ability to facilitate the capacity building of implementing partners and programme teams related to MEL.
  • Good Interpersonal and Communication skills with an ability to work in a mutli-cultural setting.
  • Proficient in report writing and documentation.
