UNOPS Nepal Context:
Since 2015, UNOPS has engaged closely with the Government of Nepal and several development partners in development efforts of the Government of Nepal including the modernization of the Nepal Police, helping to improve policing services, conducting the post-earthquake assessment of damaged buildings, and enrollment of beneficiaries into housing grant schemes, retrofitting damaged houses, reconstruction of disability-friendly schools, and delivering of essential equipment to support COVID-19 response efforts amongst others.
The functional objective of UNOPS Nepal is to deliver its projects efficiently and effectively in alignment with government priorities following UNOPS rules and regulations. This is to drive forward the outcomes sought by the clients and funding partners and contribute to the achievement of Sustainable Development Goals (SDGs) while ensuring gender, diversity, and inclusion are mainstreamed in all its work for the people of Nepal.
Project Information:
The Foreign, Commonwealth and Development Office (FCDO) funded Security and Justice Programme (SJP) will continue the Integrated Programme for Strengthening Security and Justice’s dual focus of tackling criminal violence and other causes of public insecurity, in particular gender-based violence (GBV), and strengthening the service delivery capacity of the Nepal Police (NP) and other key duty-bearers. FCDO’s SJP is a five year programme (2023-2027) with an anticipated budget of up to GBP 35 million.
As part of the FCDO’s programme, UNOPS as an implementing partner, will deliver on the SJP Policing Component from April 2024-2027. This is being preceded by the ongoing 12 months Launching Phase (funded by the SJP) and will contribute towards achieving Sustainable Development Goals (SDGs) 5 (Gender Equality) and 16 (Peace, Justice and Strong Institutions).
The multi-year SJP will support more representative, accountable, and responsive policing and also help tackle gender-based violence in Nepal. The programme will contribute to the following result areas:
1. Security and justice providers have improved their capacity to serve the public and manage relationships with communities, leading to increased public safety with increased trust from people in the state.
2. Security and justice institutions at the Provincial and Palika levels have effective, accountable, inclusive, and sustainable systems in line with the federal constitutional mandates to improve their skills and better manage their resources to meet people’s security and justice needs.
3. Decreased prevalence of GBV led by increased access to services for those who seek them.
In relation to this, UNOPS, as a potential implementing partner for the FCDO, is planning to recruit an Operations and maintenance Coordinator for the project.
Functional Responsibilities
Operations and Maintenance (O and M) built upon a good understanding of internal Police resources and realistic expectations of budgets which will focus on the following;
The identification of needs in terms of O&M and the definition of a strategy, in relation to operational management of the facilities and the specialized equipment.
The development of systems and processes that will enable the Nepal Police and other district and centrally located officials to operate and maintain facilities and equipment efficiently and sustainably.
The production of O&M manuals and schedules for carrying out routine inspections, preparation of works schedules, works procurement, supervision, contract management, and administration of maintenance activities.
Within this context, UNOPS is recruiting an Operations and Maintenance Coordinator (OMC). Under the direct supervision of the Senior Project Manager, OMC will work in close coordination and consultations with the Senior Police Technical Adviser (SPTA) and Performance Improvement Adviser (PIA).
The Operations and Maintenance Coordinator will be responsible for the below functions and key results :
Overall:
Support the Senior Project Manager i) to identify the needs of Nepal Police (NP) in terms of O&M, ii) in the development of systems and processes that will enable the NP to operate and maintain facilities and equipment efficiently and sustainably and iii) in the production of O&M manuals, training development and delivery and; iv) to implement any other relevant activities under SJP Project.
Specifically:
- Assist the Senior Project Manager and senior advisers in implementing the O&M component of the annual work plan and any other areas that are relevant to improved service delivery.
- Assist the Senior Project Manager and senior advisers to identify the needs in terms of O&M and the definition of a strategy, in relation to operational management of the facilities and the specialized equipment (inventory systems, etc.), management of O&M budget, provision of technical support between the regional police offices and district police offices, etc.
- Assist in developing the ToRs for O&M and resource management strategy and O&M training development and delivery and supervision of delivery by the sub-contractors.
- Facilitate and coordinate the agencies concerned to develop the systems and processes that will enable the Nepal Police and other district and centrally located officials to operate and maintain facilities and equipment efficiently and sustainably.
- Facilitate and coordinate the consultation meetings (as required) to develop and implement O&M manuals.
- Assist in undertaking local capability to assess the demand and need for a contractor-targeted training programme.
- Assist project management to coordinate NP units (overall) related to SJP activities in general and O&M in particular.
- Carry out any other activities for effective implementation of the SJP annual work plans and other relevant activities as requested by the Senior Project Manager.
- Perform other related duties as required
Education/Experience/Language requirements
Education:
- Master’s Degree in Social Sciences, Monitoring and Evaluation, Economics, International Relations, Organisational Development, Management, or Public Administration or other relevant discipline is required.
- Bachelor’s Degree in Social Sciences, Monitoring and Evaluation, Economics, International Relations, Organisational Development, Management, or Public Administration or other relevant discipline with a combination of two (2) additional years of relevant professional experience may be accepted in lieu of the advanced university degree.
Experience:
- A minimum of two (2) years of relevant experience in working with Police or similar Law Enforcement Agencies is required
- Experience in coordinating the delivery of advisory services or assessments and managing experts would be an added advantage..
- Knowledge of quality assurance methodologies in security sector service delivery would be an added advantage.
- Previous experience working with UNOPS or in FCDO-funded projects in implementing similar projects is an asset.
- Experience in the use of Google Suite applications is desirable.
Language:
- Fluency in writing, reading, and speaking English is required.
