ActionAid International Nepal (AAIN) is a member of the federation, established in 1982 as a non-governmental social justice organization, working locally across various provinces of Nepal. AAIN is deeply engaged in both national and global social justice movement and also a part of various civil society networks, alliances, and coalitions. Through a human rights-based approach, AAIN empowers marginalized communities to assert their rights and address the underlying causes of poverty and injustice. As a proud member of the ActionAid International federation, AAIN collaborates with like-minded organizations worldwide to advance its mission of promoting social justice, gender equality, poverty eradication and climate justice.

eople & Culture Manager lead and ensures the development, update, and implementation of human resources and safeguarding policies, procedures, and systems for ActionAid International Nepal (AAIN) which are aligned to the AA Country Strategic Plan; and ensures adherence to HR good practices of AAI Global HROD Framework and Standards, and compliance with all local labour laws and other statutory requirements in Nepal.

This position is a member of Senior Management team to participate in regular SMT meeting, and position either leads or contributes to the organisational change management processes; facilitates the development of strategic initiatives and collaborates with the Executive Director and Senior Management Team to promote a supportive work environment that that values diversity and rewards performance.

In addition to this, he/she would be providing expert HR analysis, advice and services to a wide range of HROD Shared Service lines for different countries under AAI Shared Services model (Virtual Presence, Satellite Presence and Light Presence of ActionAid in countries). He/She is expected to work with HR officers and coordinators across countries under the Shared Services model and it will be based in country offices identified as Centres of Support for the federation.

The major roles and responsibilities of this role can be summarised as follows:

Ensure HR reports and information are timely shared with all the staff and Executive Director as and when required.
Maintain an effective working relationship with staff members to ensure that there is effective coordination of all activities in support of organization objectives.
Review People & Culture Strategy in close connection with Executive Director and facilitate for effective organization structure to deliver the organization’s strategy.
Recommend to the Executive Director on any changes that might be required to develop or improve the organization.
Develop, implement, review, and update the action plan to implement People & Culture Strategy for AAIN to the alignment of the CSP and with the overall HR strategy of AAI.
Develop plan and effective implementation strategy, based on the recommendation from HR Audit
Facilitate the change management process by working closely with the Senior Management team and Executive Director.
Identifying and addressing the concerns of employees about changes
Helping employees to understand and accept changes through regularly Communication about change.
Minimizes the chances of management-employee conflict during the change process.
Ensure proper implementation of AA Global Safeguarding policies, guidelines, and systems in AAIN. Regularly monitor adherence of the policies by all staff, other personnel, and representatives
Work closely with the Board Safeguarding Lead, Executive Director, and Safeguarding Focal Point (SFP) to provide strategic oversight on all safeguarding related matters in the Organisation.
Guide SFP in developing/updating Country level Safeguarding Strategy, annual action plans, and guidelines. Ensure implementation of the same by all staff.
Participate and contribute to the development and setting of Country Offices’ strategic plans and direction.
Support Country HR officers in translating Country Offices strategic agenda into HR annual plans and ensure operational delivery.
Support HR Advisor-Shared Service and Country Directors to drive and coordinate the Human Resources agenda within Country Offices, ensuring that all managers are equipped and able to deliver against the annual recurring people management goals and requirements.
Support to update, review, and implement HR policies and procedures that are aligned to the vision, mission and core values of Country Offices.
Keep abreast of all statutory and legislative requirements and changes in respective countries and ensure compliance (working through local HR officers).

Requirements:

  • Expert knowledge of employee life cycle managements and HRM practices
  • Thorough understanding of employment laws and regulations
  • Knowledge of job grading and job evaluation system
  • Knowledge of HR strategic planning
  • Proficiency in HR data analysis and trend reporting
  • Excellent interpersonal and communication skills coupled with ability to influence, negotiate, advice, mentor and train;
  • Excellent planning, coordination, and prioritisation skills.
  • Strong conceptual, analytical, documentation and presentation skills.
  • Fluency in spoken and written English language.
  • Ability to work with multiple tasks and projects. high degree of integrity, in dependability and confidentiality.
  • Ability to work independently and be self-motivated.
  • Virtual working skills and ability to adapt to different work environments and travel as needed.

Qualification:

  • Master’s degree in Management /Human Resource /Organization Development or in relevant field with 5 years of relevant experience. OR
    Bachelor’s degree in Management /Human Resource /Organization Development or in relevant field with 7 years of relevant experience.
  • Demonstrable experience in and commitment to Safeguarding (other related areas e.g, protection, SHEA, GBV, gender justice) including experience designing and delivering training Basic knowledge of environmental and conservation issues in Nepal
  • Experience in implementing and monitoring the compliance of HR system, policies and procedures.
  • Experience in facilitating and implementing restructure and change management is essential.
  • Proven experience in job analysis, salary benchmarking, salary and benefit design.
  • Experience in developing HR systems, policies and procedures. Experience in implementing HRMIS system is an advantage.
