ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

To undertake the data management responsibilities using WFP’s corporate data management platform COMET. This includes close coordination and collaboration with respective programme focal persons and cooperating partners. The staff will compile beneficiaries’ data and monitoring of output level indicators and report it to the RBB following CO approval. In addition to data management roles, the staff will also be engaged in other output and outcome level monitoring of activities and will assist the MRE team in designing and delivering monitoring capacity strengthening support for field WFP staff and cooperating partners. Furthermore, the staff will work in team to execute any other day-to-day business within the MRE unit.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision and guidance of the Programme Policy Officer (M&E) and incoordination of Programme Policy Officer (MRE) (Deputy Head of MRE), the incumbent shall carry out the following tasks:

  1. Provide specialised support to manage the administration of the information management system (COMET), including updates, in line with corporate requirements.
  2.  Ensure smooth coordination, technical support, and implementation of monthly data reporting to the regional bureau.
  3. Assist in managing all monitoring and evaluation data/info through corporate databases (COMET, SPRING, LESS) in coordination with HQ and CO logistic.
  4. Provide technical support to other functional unit focal points, including training.
  5. Organize and facilitate periodic technical training for COMET and SPRING users.
  6. Prepare pre-analysis reports from the real-time information management system and assist in data analysis and report writing.
  7. Within the specific area of responsibility, prepare and develop technical and user manuals, training materials, and standard reporting templates.
  8. Ensure partners’ regular reporting, reformat their reports as needed, and perform data entry into relevant databases.
  9. Assist in training focal persons from cooperating partners and staff on data collection and entry using tablets/mobile phones.
  10. Coordinate and review third-party monitoring results, identify errors, and suggest data collection format improvements.
  11. Provide support for corporate and ad hoc reporting and ensure timely M&E data compilation.
  12. Assist with information-related tasks for project/program activities, including interventions and presentations, and offer support for administrative tasks as required.
  13. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. Bachelor’s degree in computer science and database management is desirable.
Language: Fluency in both oral and written communication in both English and Nepali languages.
Experience: At least six years of progressive experience in monitoring and evaluation, database management and reporting

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  1. Has worked with technical teams (i.e., nutrition, Vulnerability Analysis & Mapping (VAM, Monitoring & Evaluation (M&E) etc.).
  2. Has contributed to implementation of programmes.
  3. Has observed or assisted with policy discussions.
  4. Has worked as database manager for at least three years.
