ORGANIZATIONAL CONTEXT

The job holder is likely to manage a moderate portfolio and complexity of programmes and of activities that may include contribution to and / or direct management of programmes in the country office. The job holder is also expected to make contribution to policy formulation and provision of technical advice for a defined level of expertise. She/He is expected to operate with considerable independence in their specialities and may manage a substantial team of junior professional and support staff.

BACKGROUND AND PURPOSE OF THIS ASSIGNMENT

To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

WFP Nepal’s Country Strategic Plan (CSP) for 2019-2023 constitutes five Strategic Outcomes (SOs) that are aligned to five Strategic Results of Sustainable Development Goals (SDG) 2 (Zero Hunger) and SDG 17 (Partnerships for Development). WFP Nepal will start the implementation of a new five-year CSP for the period 2024-2028 with four Strategic Outcomes and has been approved by the Executive Board in November 2023. The purpose of the position is to manage a moderate portfolio of activities that may include contribution to and/or direct management of Programmes in COs of moderate complexity, or contribution to policy formulation and provision of technical advice at the CO level for a defined area of expertise. The incumbent will work as Deputy Head of Programme to provide programmatic guidance and oversight to different CSP activities and will work as SO3/Activity Manager for climate change adaptation, resilience, and livelihoods portfolio and provide support and coordination to emergency preparedness and response (crisis response). The job holder will operate with considerable independence in his/her specialties and may manage a substantial team of junior professionals and support staff. The job holder will also design and manage Programmes of moderate size or complexity that effectively meet food assistance needs or contribute to policy formulation and/or provide technical advice or oversight on Programme strategy and implementation.

ACCOUNTABILITIES /RESPONSIBILITIES (not all-inclusive)

The Programme Policy Officer (Deputy Head of Programme and SO3 Manager) will work under the supervision of the Head of Programme, receiving guidance from senior management as and when necessary. The key responsibilities include:

  • Contribute to formulation of WFP-wide programme policies in line with both organisational strategy and the practical realities of operating in the field; or translate programme policy into Country level practices by developing programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ and field operations.
  • Provide advice and support to CO on moderately complex issues to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
  • Provide technical advice or mobilise technical expertise on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition.
  • Act as SO 3 Manager for overall management of climate change adaptation/resilience-building and livelihoods programme portfolios and support emergency / crisis response under the CSP including activities/projects management, resources management, resource mobilization, partnerships, coordination, reporting etc.
  • Work as Deputy Head of Programme and provide programmatic and policy guidance, oversight, and operational backstopping to other CSP activities/programmes i.e. nutrition, school feeding, social protection, country capacity strengthening etc and Field Offices for programmatic synergy and aligning the implementation of the programmes/activities with corporate policy and strategies.
  • Contribute to resource mobilization efforts for WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary.
  • Develop and foster relationships with partners (including government and local communities) and donors at all relevant levels to enable the effective positioning of WFP to meet national goals and contribute to country capacity-strengthening efforts and providing technical assistance to national institutions.
  • Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
  • Enhance WFP’s leadership in forums related food security, nutrition, livelihoods, resilience or engagement in humanitarian, transition and development contexts through direct participation, briefings, information products and other materials.
  • Manage operational research and evidence-building on issues relevant to food assistance, resilience building and country capacity strengthening.
  • Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
  • Provide advice and analytical feedback to senior management through the Head of Programme on broader SDGs engagement, UNSDCF, government’s programme-policy-governance-political system changes and WFP’s programmatic alignment, partnerships with government, UN and donors;
  • Participate in the UN SDGs Working Group, UNSDCF Outcome group, Humanitarian Country Team (HCT)- operational, humanitarian clusters and other relevant coordination forums at the technical/operational level.
  • Act as the focal point for coordinating WFP emergency/disaster preparedness and response planning and food security emergency response management including food security cluster coordination as cluster co-lead with the Ministry of Agriculture and Livestock Development and FAO.
  • Perform administrative tasks for different activities/programmes under the Programme Unit as Deputy Head of Programme and in the absence of Head of Programme i.e. clearance/endorsement of progress reports and financial claims, FLAs payments of Cooperating Partners and Service Providers in ITS and WINGs upon verification by respective Activity Managers, Travel approval, WINGS Service Outline Agreement (SOA) clearance for agreement/contracts and payment request forms clearance for Programme Unit.
  • Advise and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partners to design and deliver effective food assistance programmes.
  • Perform other duties as assigned by his immediate supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/ or training/courses.

Languages: Excellent knowledge of written and spoken English and Nepali languages.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least five years of relevant post graduate professional experience in project/programme design, implementation and management, and policy engagement, related to climate change adaptation, resilience, livelihoods, country capacity strengthening, emergency response etc. is required. More years of experience in the relevant field is highly desirable.
  • Has experience in liaising with government partners, has good negotiation skills and ability to communicate effectively, and has provided input into policy discussions and decisions.
  • Has experience in business development/project / programme design and management.
  • Has experience working across the Programme portfolio including VAM / Nutrition.
  • Has led a Sub Office or a small country/area office programme team or a component of a country office programme portfolio.
  • Has engaged in policy discussions and provided input into policy decisions.
