The “Green Job Creation through Recycling and Upcycling in Pokhara Metropolitan City (GCRU) project” is designed to promote green economy by establishing recycling/upcycling enterprises based on the model of the circular economy against the ongoing ‘throw away’ approach, thereby increasing green jobs and reducing the pollution and environmental impact of the solid waste. Similarly, a cleaner city will have a big positive impact primarily on tourism business in Pokhara. This objective will be achieved through three interlinked areas of interventions: 1) policy and coordination, 2) promotion of Recycling and Upcycling (RU) enterprises, and 3) empowering communities for increased awareness and community level RU initiatives.

The project aims to become a model example of a successful public-private partnership, which would encourage the rest of the province and other municipalities to follow the Green Economy approach. Waste management, environmental protection and jobs creation are emerging challenges of Nepal’s urbanization. The project will also offer a sustainable solution to address these challenges and contribute to operationalize federalism by strengthening the capacity of the local government in line with the spirit of the constitution. This project directly contribute to SDGs Goal 1, SDGs 8, SDGs goal 11 .6 – Proportion of urban solid waste regularly collected and with adequate final discharge out of total urban solid waste generated, by cities and Goal 12.5 – By 2030, substantially reduce waste generation through prevention, reduction, recycling and reuse. The project will also contribute to achieve waste related targets of Nepal’s second Nationally Determined Contributions (NDCs). Targets that are directly relevant are 1) by 2030, create an enabling environment for both public and private sector to treat industrial and municipal waste, including faecal sludge, 2) By 2030, adopt and implement waste segregation, recycling and waste-to-energy programs in at least 100 municipalities, 3) By 2030, the burning of healthcare waste in 1,400 healthcare facilities will be prohibited by proper management of healthcare waste through the application of non-burn technologies, 4) Promote the 3Rs (Reduce, Reuse, Recycle) approach to waste management, along with source segregation and management of degradable and non-degradable waste, 5) Focus on co-production of energy and organic fertilizer from solid waste, wastewater and faecal sludge.

Enabling policy environment for incentivize existing and potential RUs will also encourage communities and the public to proactively contribute to minimize the burden of waste management by source segregation and increased source recovery. Learning and educational platforms like Green Venture Zone (GVN) would respond to the learning needs and innovation for RUs required to complement opportunities created by an enabling policy environment. Community level RU groups created as a result of sustained public awareness and skill development would perfectly complement with the Green Venture Zone. These groups could be the direct beneficiaries of the GVZ incubation and educational programmes, and a foundation to supply necessary raw materials (refined and cleaned materials) for the RUs promoted by GVZ.

The Project Analyst- Recycling and Upcycling will report to and work under the direct supervision of the Project Manager. The Project Analyst- Recycling and Upcycling will be responsible implementation and quality assurance of technical aspects of RU promotion and management activities in tandem with project team, PMC and other stakeholders. The duty station will be in Pokhara.

Duties and Responsibilities:

Under the direct supervision of Project Manager, the key responsibilities of the Project Analyst- Recycling and Upcycling will be to lead the technical aspects of the Recycling And Upcycling implementation activities including development of RU policy, strategies, facilitate capacity building, coordinate with private sector for branding RU innovation and product. Key Tasks and Responsibilities of Project Analyst- Recycling and Upcycling Project Analyst- Recycling and Upcycling are:

  • Provide technical advise to ensure efficient project planning and implementation Develop and implement the RU related activities as envisaged in the project documents with project team and stakeholders;
  • Provide technical assistance to local authorities in the development of a waste management plan/system, including guidance on proper management of existing waste disposal sites, logistics of waste collection services, and optimization of recycling and re-use options.
  • Provide technical support to develop the Green Venture Zone (GVZ) Master plan, comprehensive guidance on GVZ management, operations, and long-term business model;
  • Develop and operationalize tracking tools for data on waste generation, collection, and revenue.
  • Provide on-site practical advice and guidance to the relevant local authorities by proposing solutions to minimize environmental and health impacts of waste.
  • Develop TOR and necessary specification for procurement of technology, equipment, and marketing support for the RU community businesses.
  • Develop and establish SOP for waste segregation at source, collection, and ensure proper handling and transportation practices in participation with PMC and proper methodology to operate (SOP) waste processing center including health and safety guidelines, resource recovery, composting, and end disposal of reject waste.
  • Develop/update waste management and RU policies/guidelines/strategies, branding action plan of upcycling and recycling products and knowledge products.
  • Support NPM by preparing TORs and taking timely actions to hire experts and consultants as required by the project to perform various tasks such as preparation of technical papers, guideline, modeling tools and others.
  • Organize public awareness campaign to educate the community about the importance of clean environment, waste management and green lifestyle in collaboration with Pokhara Metropolitan City (PMC);
  • Identify any needs for further technical assistance, as well as medium and long -term needs for capacity building.
  • Provide technical assistance for the development and revision of necessary policies for PMC to promote RUs.
  • Establish partnerships and open channels of communication.
  • Develop partnership between municipality and private sector for effective and sustainable operation of Waste Processing Center (WPC) along with recycling/upcycling and composting process.
  • Support PMC for update or development of Municipal Waste management/RU policies, strategies, plans and guidelines, regulatory frameworks to promote and govern waste management practices in its entire value chain for effective waste management ecosystem.
  • Explore opportunities to partner with private sector for SWM, recycling and upcycling market linkages and ensuring the backward linkages with the community for the availability of good quality raw materials.
  • Create/revitalize the Waste Management Coordination Committee and RU groups for increased coordination among stakeholders and linked to waste value chains.
  • Explore partnership opportunities with international Recycling and Upcycling institutions in promoting RUs for product branding, marketing and other promotional events including development of management and operation plan of GVZ as well as organizing international events in promoting GVZ.

Facilitate knowledge and capacity building, knowledge sharing and advocacy.

  • Organize trainings and workshops to enhance the capacity of municipal staff, elected representatives, private sector and waste management personnel on proper waste management RUs.
  • Develop and organize entrepreneurship and skills trainings to the interested individuals to Create RU groups and expand community-based RU businesses.
  • Linkage with potentials markets, product branding and promotional events (exhibition, fair);
  • Develop Web-based management system for GPS tracking of collection vehicles and integrate it at municipality web domain. Procure and install GPS tracking devises in 5 collection vehicles;
  • Develop and organize trainings on 3R (reduce, reuse, and recycle) including best practices of the development of waste free communities.
  • Facilitate local government for establishing and conducting policy dialogue and engagement with stakeholders (Elected bodies, Private sectors, NGO, Local residents, hotel associations, CSO’s, and Government agencies).

Gender and Social Inclusion ( GESI)

  • Ensure GESI is mainstreamed in the budget, AWP, procurement and HR plans, and all other administrative work to be undertaken by the project
  • Fully comply with UNDP’s GESI policy and zero tolerance for sexual and gender based violence
  • Ensure cross-cutting issues such as vulnerability, gender mainstreaming, social inclusion, empowerment, etc; are part of the project approaches and activities

Required Skills and Experience:

Education:

  • Advanced university degree (master’s degree or equivalent) in Environmental Science and/or Engineering; Marketing; Economics; Livelihoods and Employment; Social Development or related field is required. Or
  • A first-level university degree (bachelor’s degree) in the above fields of study, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in market studies, feasibility studies, local economic development plans, entrepreneurship, green economy, circular economy, environmental engineering, resource management, SWM and related disciplines.
  • Demonstrated experience in managing sector studies, market assessments, value chain analysis specifically in circular economy and/or SWM sector is desired.
  • Experiences in demand-driven entrepreneurship and artisanship programmes and projects, cooperatives and public private partnerships and leading studies and strategies for inclusive economic growth will be an advantage.
  • Knowledge of working with local governments and/ or UNDP project would be an added advantage.
  • Excellent knowledge of computer including MS Office (Word, Excel, mail, and Power Point)
