Project Finance Manager

Key Responsibilities:

MAJOR RESPONSIBILITIES:

Internal controls, compliances, and stewardship

  • Provide recommendations on the policies and procedures from perspectives of field and PNGOs.
  • Ensure that WVIN Field Offices and Partner NGOs staffs are aware on requirements of financial and compliances of WVIN finance procedures
  • Adhere to partnership policies, procedures and guidelines as stipulated in the WVI Financial Manual and Supply Chain Management Manual, including — but not limited to: grant compliance, year-end closing, carry forward, accounting and reporting, PBAS, Horizon, etc.
  •  Ensure the financial integrity of the operation with regards to controls, systems, financial reporting, and resource development.
  • Provide financial and accounting management and direction in field offices, in compliance with WVIN, grants, donor requirements and Generally Accepted Accounting Principles.
  •  Implement and supervise financial procedures and systems to ensure transparent accounting practices across projects
  •  Manage appropriate financial systems and controls and ensure they are in place to avoid significant finance audit risk ratings, both at the Field Office and PNGOs level.
  • Coordinate management responses to Risk Based Audits performed to the Field Projects; ensure they are sent on time to the Audit Department; and that Finance related audit recommendations are implemented timely.
  • Coordinate adequate preparation for GC and external audits.
  •  Manage Finance Related Risk developing risk register
  •  Implement anti-corruption and fraud strategies.
  • Engage in review and investigations activities of PNGOs if needed
  • Implement risk based financial monitoring across the project and close all the issues raise from monitoring with appropriate

Project budgeting, Analysis, and Forecasting

  •  Coordinate and finalize the budgeting process in accordance with the budget guidelines of WVIN.
  •  Responsible for Project budget including all funding sources, cash flow and project funding by providing timely and relevant information to budget holders, in collaboration with the Field Operation & Project Lead.
  • Work on Mid-Term Budget Revision and achieve revision; upload Revised Budget on Sun-6 and Horizon working with FP&A team.
  •  Provide multidimensional analysis and comments on project spending and burn rate to Project Lead and Field Operation Manager
  • Monitor expenditures against plan/budget on a monthly and quarterly basis for Projects/TPs. Monitor the spending level/burn rate coordinating with Field Operation and Project Management Unit.
  • Analyze the project budget to ensure that funds are used according to the POA and corrective actions are taken where needed

Recording and Reporting

  • Implement and maintain accounting systems in order to provide an appropriate level of security over the project’s resources and operations, in consultation with the Finance Manager/Director
  •  Ensure timely and accurate submission of PNGOs, Field and Projects Finance report (including grant and PNS projects)
  • Ensure traceability from recording transactions to reporting (invoices, receipts, statements, authorization, etc.) and scanned documents back up
  •  Monitor cash flow and funding requests from PNGOs to ensure that sufficient cash is always available to meet operational needs.
  • Provide support on set up, maintain, and fully utilize computer accounting system features. This includes setting up of grant accounting, use of the standard chart of accounts, month-end procedures, back-up, etc.
  • Constantly evaluate field finance staff including PNGOs and implement correction plans in a close working relationship with budget holders.

Capacity Building

  •  Capacitate Field and PNGos Finance team to ensure quality and timely planning, budgeting and analysis
  •  Contribute to building the financial skill capacity of field finance and PNGOs staff
  • Provide basic orientation on finance and internal control system to new finance and non-finance staffs in Projects
  • Support the Finance Manager/Director in identifying, developing and retaining skilled finance staff in projects
  • Develop training materials and quick reference guides where necessary and conduct tailored training programs for finance and non‐finance staff.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Minimum 5 years of experience in independently handling budgeting, financial accounting, planning and analysis and preferably within WV.
  • Demonstrated Mentoring, Orientation & Training Skill
  • Good interpersonal, problem-solving & time management skills
  • Willingness to work under pressure with tight deadlines and to travel across the project areas.
  • Demonstrated experience in the use of MS office Package (Word/Excel/PowerPoint etc.) & Internet
  • Experience of working in a computerized accounting environment. (Sun Systems, Vision XL & Executive, others)

Required Education, training, license, registration and certification

  • Bachelor Degree of Commerce, Business Studies or Equivalent
  • Master Degree in Finance/Accounting or Equivalent, preferred
  • CIMA, CFA, ACCA, CA, CPA, preferred

Preferred Knowledge and Qualifications

  • General Accepted Accounting Principles (GAAP)
  •  Excellent computer literacy & skill of MS office applications (Word/Excel/PowerPoint/internet etc.)
  • Good command of English & Nepali languages (written & spoken)
  • Practical knowledge of project budgeting, accounting & reporting
  • Able to articulate and communicate ideas well verbally and in writing
  • Understanding of World Vision Financial System & procedures
