The Lutheran World Federation (LWF) Nepal is an international, non-governmental humanitarian and development organization that has been working in Nepal since 1984 focusing on Sustainable Livelihood, Quality Services and Protection and Social Cohesion. The Lutheran World Federation Nepal invites applications from all potential Nepali candidates for the following APWSN project positions.
Position: Senior Project Officer (SPO)
Project name: Assistance to People We Serve in Nepal (APWSN)
Duty station: Kathmandu with frequent visits to refugee settlements and host communities
Reports to: Humanitarian Program Coordinator/Project Manager
Collaborator:
- Finance Officer- for project finance management and reporting
- Data Management Officer- for data management, monitoring and reporting
- Livelihood & Market Specialist- for market-based solutions and linking with private sector and markets
- Advocacy & Inclusion Specialist- for inclusion of project beneficiaries in government plan and policy and to access government service and entitlements

1. Overall
Under the overall guidance and direct supervision of Humanitarian Program Coordinator (HPC) and technical guidance of Livelihood and Market Specialist and Advocacy and inclusion Specialist the Senior Project Officer (SPO) shall be responsible for smooth implementation of APWSN project interventions in Kathmandu Valley following LWF and UNHCR strategies, policies, guidelines and plans (PPA). SPO shall also work closely with
APWSN project teams, LWF functional heads and UNHCR respective officials while carry out following tasks:
- Familiarize and work in accordance with the Vision, Mission, Overall Goals and Objectives of LWF as a Humanitarian and Development Organization.
- Familiarize and work in accordance with the established strategies and policies of LWF Nepal and UNHCR.
- Strictly abide by the LWF Code of Conduct and Code of Ethics, Child Protection Policy, PSEA, Complaint Response Mechanism etc.
- Familiarize with local provincial and federal government sectoral program, plan and policy provisions related to humanitarian interventions including IDP, refugee, stateless people and asylum seekers
- Contribute for resource mobilization by conducting needs assessment, preparing concept notes, project documents and budgets.
2. Specific:
2.1 Management and operation
- Take lead role in implementing project interventions in Kathmandu Valley.
- Ensure quality and accountable implementation of project interventions following LWF, UNHCR and Government compliances.
- Maintain good communication and operational relationship with respective personnel in UNHCR, local and provincial governments, humanitarian and development partners.
- Maintain good communication and operational relationship with LWF Nepal functions, settlement-based CBOs, project beneficiaries including host communities.
2.2 Project design and implementation
- Ensure bottom-up participatory and community-based planning while developing annual plan and revising existing plans when needed.
- Insure SMCs, CBOs, SHGs, local governments and private sector entities participation all phases of project cycle management (PCM).
- Lead and assist APWSN project team in design, implementation, monitoring and reporting of project interventions across all sectors (GBV, Community engagement & participation, Healthy lives, Education, and Self Reliance, Economic Inclusion and Livelihoods) including support functions.
- Prepare annual detail implementation plan (DIP) based on approved annual plan and budget; prepare quarterly implementation plan and share with relevant stakeholders on rolling basis; prepare and facilitate to prepare monthly and quarterly plan of self and subordinate staffs and mobilize/mentor them for quality and timely implementation.
- Provide technical direction and guidance to the partner organizations, sub-contractors and service providers for quality and timely implementation of agreed plan and to abide programmatic and financial compliances.
- Take lead of GBV, education and Self Reliance, Economic Inclusion and Livelihoods sector interventions in accordance with Program Partnership Agreement (PPA).
- Provide technical and management support to community engagement & participation, and healthy lives sector heads to resolve programmatic and operational issues.
- Conduct/organize skill development trainings/events for project beneficiaries following skill needs assessment.
- Support/facilitate project beneficiaries for job placement in formal/informal market based on their skill and experiences.
- Support/facilitate project beneficiaries to establish enterprise and develop entrepreneurship skill following market assessment and agreed business plan.
- Support/facilitate refugee entrepreneurs to enhance quality product/service and link them with local markets, private sectors and their networks.
- Support project beneficiary enterprises to register in government system.
- Support project beneficiary to obtain personal account number (PAN).
- Advocate with local governments for inclusion of project beneficiaries into their plan and policy and to access government services and entitlements.
- Support project beneficiaries to attend CTEVT certified courses certificate and advocate with government to obtain certification from CTEVT.
- Support project beneficiaries to link with financial institutions and access financial services.
2.3 Planning, monitoring, documentation and reporting
- Ensure quality monitoring, documentation and reporting of project outcomes and outputs following established M&E framework and agreed performance indicators.
- Monitor the financial and physical progress of planned activities and advice management for revision and adjustments if needed.
- Conduct regular monitoring of project supported enterprises and maintain their progress tracking.
- Maintain project record/database as per donor/support organizations requirement.
- Maintain project data and keep up-to-date records project beneficiaries maintaining data protection policy.
- Prepare and submit event, weekly and monthly reports following donor/support organizations requirement.
- Contribute in preparing quarterly, half-yearly and annual reports following donor/support organizations requirement and PPA.
3. Others:
- Attend UNHCR and LWF organized meetings including MCM, MFT, MRC etc.
- Attend government, donor/support agency and other stakeholder meetings as needed.
- Represent LWF Nepal in humanitarian clusters, working groups and other networks as and when advised.
- Carry out other duties assigned/requested by the Humanitarian Program Coordinator and/or LWF Nepal management.
- Contribute to establish Complaints Response Mechanism compliances of LWF Nepal policies, child protection policy and code of conduct
- Contribute to strengthen gender justice, social inclusion and accountability in LWF Nepal.
- Contribute to strengthen resource mobilization in LWF Nepal and LWF Nepalʼs forums and meetings as and when required.
4. Required Qualification, Skills and Competencies:
- Minimum bachelor degree in Business Management, Business Studies, Agriculture, Social Science or related academic discipline
- Minimum 5 years of professional experience-working on Enterprise/Business development sector.
- Knowledge and skills on Market, Value Chain, and public private partnership approaches.
- Proven experience on Program Cycle Management
- Knowledge on farm and off-farm enterprises and business development.
- Knowledge on institutional development and capacity building.
- Knowledge and skills on information collection, documentation and dissemination.
- Coordination and linkage development with market actors and Local/ Provincial Governments
- Ability to work under minimal supervision, with multiple deadlines and irregular working hours
- Willingness to take multiple roles
- High level of organizational integrity
- Basic computer skills, particularly in Microsoft Office package (Word, Excel, PowerPoint, Email etc)
- Proficiency in written and spoken English
- Good interpersonal and networking skills
- Valid driving license of two-wheeler
