Trail-based Tourism Development Project (TTDP) is a bilateral initiative between the Government of Nepal and the Government of Switzerland with the main goal of “People in Koshi Province increase their income and contribute to conservation of culture with innovative and sustainable tourism offers”. On behalf of the Swiss Agency for Development and Cooperation (SDC), Helvetas Nepal provides technical assistance to the project. Job Description

Reporting to: Trail Coordinator

Job purpose:

  • Responsible to carryout survey, design verification and implementation at local level under the guidance and supervision of the Trail Coordinator;
  •  Collection of the socio-economic data of the community in close coordination with social safeguard officer;
  • Undertake the detailed design for the construction and/or rehabilitation of the selected infrastructure in consultation with the beneficiaries.

Duties and Responsibilities

1. Implementation of Policies, Guidelines and Manuals

  •  Adhere relevant policies, rules, regulations and guidelines of HELVETAS Nepal (Code of Conduct; NPR-Nepal; Finance Manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Mobbing, Sexual Harassment & Abuse of Authority; Code of Conduct Against Corruption; Conflict Sensitive Programme Management, Basic Operating Guideline etc.);
  •  Ensure Conflict Sensitive Programme Management at all levels;
  •  Ensure compliance of all the terms and conditions agreed between HELVETAS Swiss Inter Cooperation and Swiss Development Cooperation.

2. Project Monitoring, Implementation and Documentation

  • Undertake the collection of all relevant data at selected sites for verification and design;
  • Monitor the construction work in trail site as per specification and drawing;
  • Prepare detailed cost estimates for the proposed measures;
  •  After the conclusion of construction works, assist the TUCCs in the preparation of an operation and maintenance plan for infrastructure;
  •  Participate in public meetings, information dissemination and discussion with local community regarding the project activities;
  •  In close collaboration with the ward and TUCCs, give special attention to the inclusion of disadvantaged groups and Dalits in the construction works;
  •  Together TUCCs identify groups or households that will be negatively affected by the proposed measures and discuss their participation in possible mitigation measures;
  •  Identify the need for land acquisition for the proposed measures and together with the ward and TUCCs, discuss arrangements with the beneficiaries for such acquisitions;
  •  Discuss and agree an organization/ responsibility for future O&M of the infrastructure;
  •  Collect the socio-economic data of the community as directed by the social safeguard officer.

3. Technical Assistance, Quality Control and Assurance

  •  In close collaboration with the ward and TUCCs, conduct focus group discussion with potential beneficiaries during the verification to assure participatory designs are supported by a majority of the beneficiaries;
  • Undertake the detailed design for the construction and/or rehabilitation of the selected infrastructure in consultation with the beneficiaries;
  • Supervision and quality control of the construction work for slope stabilization and erosion control;

4. Capacity building

  •  Coach and provide feedback to the concerned TUCCs members in a timely manner;
  • Provide in service training for operation and maintenance works and regularly supervise the implementation of the O & M plan.

5. Other specific responsibilities as assigned

  •  Professionally discharge other tasks requested by the Line Manager;
  •  Be proactive in bringing innovation and taking new initiative in the project.

Required Education, Experience and Competencies

Required Education/ Experience:

Diploma in civil engineering or TSLC from CTEVT for an assistant sub engineer with a minimum of 3 years of experience in planning and design small local infrastructures. Familiar with the use of GPS survey methodologies, use of GIS and AutoCAD software.

  •  Understanding on logical framework and result based monitoring
  •  Skill for designing, and quality assurance of engineering activities
  •  Experience working with local government official, private sectors and other agencies
  •  Good documentation and writing skill; good facilitating skill, team player and result oriented
  •  Excellent interpersonal skills & flexibility; creatively to work independently and across teams
  •  Proven record of commitment, loyalty and integrity to the organization
  •  Fluency in written and spoken English
  •  Ability to write clear concise reports
  •  Commitment towards gender equality, social inclusion, and poverty reduction
  •  Good on data collection, analysis reporting skills
  •  Responsiveness and alertness – a self-starter
